Emma Thorne's fiance works at the Treasury, where he discovers something that surprises and shocks him. They both go to a national newspaper but the editor is unwilling to run the story. Emma gets in touch with Bill O'Donnell, a Belfast journalist who is well-known for his integrity. He has problems of his own. Both the Republicans and Unionists want him to find out who is behind a bombing campaign taking place in Scotland. They are worried that it will upset the Peace Process. A group called S.O.16 claims responsibility but makes no demands. Who are they and what do they want? And why is Scotland being targeted? Previous bombing campaigns tended to concentrate on either Northern Ireland or England, so what is different this time? Sectarian tensions are getting higher and higher and nobody can figure out what S.O.16 hopes to achieve.
