Ned's work evolves from educator to spy because of an event in western China quite distant from his Washington NGO. A Uighur nationalist group seeks recognition and influence by raiding a remote Chinese army test facility and stealing three nuclear detonators. The prospect of a nuclear terrorist attack marshals international cooperation and conflict. The stolen detonators are a key component in a nuclear weapon only lacking a softball sized sphere of plutonium. Old Sino-American prejudices must be overcome for an effective recovery effort. Close relationships develop between Ned, his Australian girlfriend Rayline, and Sun, of the Chinese Ministry of state security. Resolution of both the international and personal conflicts requires uncommon maturity.
