The Great Regression

Rate this book
We are living through a period of dramatic political change – Brexit, the election of Trump, the rise of extreme right movements in Europe and elsewhere, the resurgence of nationalism and xenophobia and a concerted assault on the liberal values and ideals associated with cosmopolitanism and globalization. Suddenly we find ourselves in a world that few would have imagined possible just a few years ago, a world that seems to many to be a move backwards. How can we make sense of these dramatic developments and how should we respond to them? Are we witnessing a worldwide rejection of liberal democracy and its replacement by some kind of populist authoritarianism?

This timely volume brings together some of the world's greatest minds to analyse and seek to understand the forces behind this 'great regression'. Writers from across disciplines and countries, including Paul Mason, Pankaj Mishra, Slavoj Zizek, Zygmunt Bauman, Arjun Appadurai, Wolfgang Streeck and Eva Illouz, grapple with our current predicament, framing it in a broader historical context, discussing possible future trajectories and considering ways that we might combat this reactionary turn.

The Great Regression is a key intervention that will be of great value to all those concerned about recent developments and wondering how best to respond to this unprecedented challenge to the very core of liberal democracy and internationalism across the world today.

This collection offers insight about the ongoing plight of democracy on the global terrain with an emphasis on Europe from a variety of writers. The articles in the book converges on a number of subjects such as democratic fatigue, rise of populism, the subjugation of democracy under neoliberal economies. But the main theme that the various articles revolve around is, for me, the “great regression” that threatens the centuries-old European Project of a great progressive walk towards a universal polity: “The most conspicuous, conflict-pregnant and potentially explosive marker of the current moment is the intention to retreat from Kant’s vision of a forthcoming Bürgerliche Vereinigung der Menschheit, coinciding with the realities of the advanced and escalating globalization of finance, industry, trade, information and all forms and shapes of law-breaking. Its close associate is the confrontation of a Klein abermein (‘small but mine’) mindset and sentiment with the reality of an increasingly cosmopolitan existential condition.” (Introduction)

This crisis of the universalist project of the Enlightenment alongside “Israelization of the world” (wow, what a choice of words to describe the situation in Western liberal democratic countries) is the main topic of the book. While it is a good opportunity to read numerous writers at once, some of the articles might come as repetitive, especially considering the readers of this kind of a book would inevitably have read the previous articles from the authors (for example Zizek and Mason among some others was a little predictable for me). But still the fact that it is not an academic book makes it even more appealing for general audiences.

My favorite articles in the book were from the great Nancy Fraser on “progressive neoliberalism” and Pankaj Mishra on “ressentiment”. Another personal favorite was Eva Ilrouz on Israeli politics.

The Great Regression
Edited by Heinrich Geiselberger

It’s been a while since I've read a collection of essays. The Great Regression is a volume of articles analysing the underlying causes of the return of xenophobic and autocratic politics. Authors also explore where the future may lead now the political forces are in full swing.

I’d summarise the collection as hit and miss. Central points are reinforced by different authors (such as the double-sided sword of the blending of neo-liberalism and left wing progressive movements) however there is a discontinuity in exactly what should be done in the future around globalisation. While calling for a concerted economic alternative, most of the authors don’t present one themselves. Some authors see the European Union as a potential future source of hope, while others see it as an example of a failed experiment. I found it slightly ironic that in outlining the disunity of the political opposition to autocratic populism, the very same articles suffer from it –but it does support their collective point.

Some essays have been translated to English, but all are well done. Each essay comes with references and are quite short (in total there are 15) so you can read one a day very comfortably.

I would say about 3 of the essays really struck me, with the rest being fairly average and two not hitting their mark with me. Results will of course vary by reader.

If you are a student of politics with an interest in the progressive movement or why autocratic populism made a come back, this may be worth a look. But if the first two essays don’t really get your attention, it’s unlikely the rest of the collection will.

3 stars.

-Dünyanın popüler-faşist gidişine çare üretilebilirse göç edenlerin yerlerinde ve geldikleri yerlerde birlikte yaşama programları öncelikli olmalı (New York-2010: %33 beyaz, %29 siyah, %28 Hispanik-Asyalı)

This is an excellent take on recent events, and despite the use of footnotes it's still highly readable. It's worth reading all of the essays, even if you're only interested in a few specific authors. The general theme is that the rise of populism is a direct result of the horrors of neoliberalism, and that it could be either a crisis or an opportunity, depending on how the left responds.

My favourites: Nancy Fraser (who is always on point) on left vs right populism, and Arjun Appadurai on "democracy fatigue".

Perspectives of modern thinkers on our times.

"It is exactly this transition – from the disconnected world of the 1990s to the barricaded world emerging today – that has changed the role performed by democratic regimes. It replaces democracy as a regime favouring the emancipation of minorities with the democracy as a political regime that secures the power of majorities" (Krastev, p.69).

While this is not the most exciting read and quite dry through some sections, other sections are actually very interesting and do well to make politics so readable. Overall an interesting and informative read for anyone interested in world politics, and a good start for anyone wanting to dip their toe in the subject and aren't sure where to begin.

CH1 — Democracy Fatigue - Arjun Appadurai

The proposition here is that there is a democracy fatigue, and hence a backlash against democracy, and in particular, liberal values. This fatigue in the society, meets the reach for power of the populists, making up a strong trend.

But what is it that crowds are tired of, and what is it that they are searching?

It is greed (without the negative connotation to it, but as a rational and resource-driven force), that the crowds are expressing, and the right to greed.

Must I give, if I do not want to?
Must I be in a certain way, if I do not feel like?
Must I think in a certain way, if I am not that?

It is giving that they are questioning. And with their votes, it is this dogma that they are demonstrating against.

The crowds are legitimising their problem statements with the d/m-onkeys that carry their banners to parliaments.

The pillars of democracy, are the pillars of democracy. What are the pillars of a society?
It is unity, it is cohesion, it is feeling of togetherness. It is trust, it is the belief in a common normal.

Neither does it help that populism erodes both democracy and scratches the open wounds of societies; nor does it help that slow institutions and rigid structures hold on dogmas in their excuse for not holding up, or strengthening what makes crowd a society.

CH 2 Symptoms in search of an object and a name— Zymont Baumann
(what does this title even mean? - the fanciness and wordiness untasteful)

Confirms my take on immigration as a fact. A fact that stands against, however those observing and experiencing this fact feel about it.
What do the societies and systems do about this reality?

The antagonism between the host and the migrant comes from 1- the definition of a host, of itself, and how it sees itself, and 2- from the departure of the migrant from this definition, with the condition they come.
At the other side, institutions and systems that these people arrive to become tools of mostly oppression and coercion, and at other times bitter direction.
How does the immigrant feel in this situation, one must ask, and how does he/she react?

At the other side, something to think of — I have been thinking of assimilation as a process where the host defines a minimum extent of shared “normal”, that the guest/immigrant has to adapt and internalise as his/her own normal. Here, however, in both of the situations for the normal, where it’s either contested (Germany) or agreed upon (Poland), the problem of the normal is not solved, for the whole immigration question.
1- If a society cannot agree on a normal, then this also likely includes/or may include it’s approach against immigration/multiculturalism. When the definition in question, is contingent with the problem in hand, there is little/contested/insecure space for a common normal to be assimilated into.
2- If a society indeed agrees on a normal, where it is largely homogenous, as in Poland, then this homogeneity may also act as a strong filter and barrier against anything that doesn’t minimally sustain a resemblance or conformity.
(3)- At the other side, where immigration is at the core of a social ethos and even a tradition, as in Canada or the States, despite attempts against it as with the recent pushback, then it is surely a fertile ground for change and prosperity that it holds.

Here, however, it is important to see, for example, which other dominant sides of the ethos are being violated by immigration or its derivatives. For the US, this is illegal immigration, where much of the discussion is about border security, deservingness, and unearned/unwarranted welfare for the millions. For other contexts, it is then also important to see which sides of the common ethos multiculturalism speaks to, or past.

Yes, immigration is a force of change; yes this will certainly be in effect wherever it exists; and yes, immigration is a fact, and it does and will exist whatever one might feel about it. So — Suck up to it. Define your minimal normal. Build strong institutions for integration. Wear an approach based on fairness. Celebrate good conduct, and punish the bad.

Allora.

Quite an interesting read with a spectrum of essays attempting to find out why all of a sudden the whole planet seems to be going backwards, more conservative and more extremist.

A great book with great authors who write so clearly about the complex matters of populist reaction to established political powers.

Molto interessante.

I don't know, nor do I care.
