In any market there is a top and a bottom end. When it comes to people smuggling, all we see on the news is the bottom end, with leaky inflatables or horribly overcrowded boats. But at the top end of the market there is a door-to-door service with taxis, powerboats, good meals and appropriate clothing. Why would there not be? Some such smugglers operating across the English Channel have a very sophisticated operation and exploit known weaknesses in marina border security. But the smugglers need to be careful and not draw attention to themselves. One small slip and somebody might notice something - and then their whole operation might be compromised...
