Is this summary in English?

This summary was hard to read and understand. I thought whomever wrote it did not have a good command of the English language. Now I'm uncertain whether I'd waste my time reading the entire book.

Poorly written

I expect a summary to be clear and well written. This contained numerous grammatical errors that made reading a pain. This is simply not acceptable when you are simply summarizing someone else's work.
