Rather than emphasizing “balanced regional development,” which has led local governments to aggressively attract investment under low interest rates—often resulting in overcapacity in regions lacking industrial advantages—while the eastern regions face shortages of land and development quotas. Against a backdrop of low interest rates, firms have also poured investment into capital-intensive industries, substituting capital for labor. As a result, the share of labor in national income has continued to decline, constraining consumption growth. The analysis of how to address urban problems is not entirely convincing, and there is insufficient attention paid to development outside the eastern regions.
