Anwar was appointed as an adviser on Students and Labour in Zulfikar Ali Bhutto's government (1974–1977). He escaped to Afghanistan after Bhutto was toppled by a right-wing military coup led by Muhammad Zia-ul-Haq.
In Kabul, Anwar joined Bhutto's elder son, Murtaza Bhutto, and formed Al-Zulfiqar, a leftist insurgency committed to toppling the Zia dictatorship. Raja Anwar had a falling with Murtaza over the latter's controversial terror tactics in 1980 and wanted to return to Pakistan and help Murtaza's sister, Benazir Bhutto's political struggle against Zia. Anwar was imprisoned in a Kabul jail, the Pul-e-Charkhi, but was released in 1985 after Murtaza shifted his operations to Syria.

He came to attention for his book Jhootay Roop Ke Darshan, which is based on his love letters to his secret girlfriend KANWAL(The daughter of a high rank retired army officer), and her replies, during their tenure at Punjab University from 1970 to 1972.

A beautifully crafted piece of writing, ‘Ban Baas’ is a combination of travelogue and societal writing by Raja Anwar, a left inclined liberal political activist who is forced to go on exile due to the persecution of the political activist following the coup de et by Zia regime.

Raja Anwar portrays the perilous plight of the illegal migrants in Europe – exploited by the Human Traffickers in the forms of forced labor, forced begging, forced criminality and forced prostitution.
Raja Anwar warns people, who fall victim of trafficking – want to escape poverty, finding better lives for themselves and their families back home and risking everything for a better life, to understand the consequences and the immense suffering one experiences as a victim of human trafficking.

Raja Anwar himself, a legal migrant, also shares his success story which shows how after fleeing the country, he managed to build a new life in Europe and contributed to the society.
Raja Anwar also emphasizes the bitter reality of immigration and consider it as a never easy option and leaving loved ones and places behind always come at a painful price. In his case, death of his beloved mother, who died while Anwar was in forced exile. This experience was heart-wrenching which he considered an unimaginable loss.

Raja Anwar had narrated his experience in an excellent manner in the book. Those who want to understand the key to resilience in the face of loss must study “Ban Baas” for inspiration.
