The 25th Amendment of the US Constitution was ratified in 1967 to address vacancies in the Vice Presidency and, more importantly, the issue of an inability of the President to govern either declared by the President himself or declared by the Vice President with the majority of the President's Cabinet. It is often called the "disability amendment" because it does focus on how, when and why an inability to govern may be exposed that certifies the President is no longer able "to discharge the powers and duties of his office". If he is diagnosed with a physical or mental condition that impairs his decision making capability in executing the responsibilities of his office then the Amendment is designed to reveal and remedy that defect by calling for the temporary removal of the President from office, and the Vice President becomes Acting President. This book also examines the potential capability of a Vice President who is overly ambitious for seizing presidential power to lot a conspiracy that would bring about and certify that the President no longer properly fulfills his duties and responsibilities. This story is a fictional account of a possible legal regime change in the United States by the Vice President invoking the 25th Amendment.
