Prime Minister Michael Dargain is faced with a problem. The former British Commonwealth country of Zubeki had gained its independence in the late 1950s and had been divided into Eastern and Western Zubeki. The latter being Muslim had decided to invade its predominantly Christian and pro-Western neighbour and re-unite the country.
To honour an agreement made at the time of partition, those from Eastern Zubeki who wished to seek refuge in Britain were to be accommodated.
The numbers, unforeseen forty years earlier were staggering.
One of his junior ministers suggests a solution.
A solution that might not be universally welcome in the country.
Rochfield is one of the areas affected.
When, after the refugees arrive and are settled in, bodies start to be found, Sutherland and Simpson and the detectives of Rochfield CID have to work hard to stop the killer before a race war begins.
