Michaels argues that the push to privatize government by contracting out policy-making positions and stripping civil servants of their job security has undermined the separation of powers between agency heads, career bureaucrats, and citizens that was created through the implementation of the Administrative Procedures Act in the last half of the 20th Century. This imbalance needs to be corrected by reinvigorating the civil service and by improving opportunities for a greater number of citizen groups from across the spectrum to be able to participate in the administrative rule-making process.
