More like a static shock. I was hoping for more of a late 70's city under siege or a disaster kind of thing. Like the Airport 77 or Towering Inferno movies. But no, we get an Inspector who is married and having an affair. He's in charge of trying to find out who is blackmailing the city of New York. They are blacking out parts of the city. They don't blackout much though. This is pretty much just a procedural police novel that is not done very well.
