In looking for a textbook for my upper division undergraduate course on teaching second language reading, I was surprised to find so few appropriate options. Most books are either too simplistic or too difficult (graduate level). So it looks like I will be assigning a textbook that is older than my students next semester just because no one has written a better book in the last two and a half decades.
This book is a solid overview of the teaching of reading, including assessment and lesson planning. The technology is obviously way out of date, but that is usually the case even with newer books.
