Subcontract Planning and Organization provides prime contractors with all the information they need to plan and organize the issuance of subcontracts to other companies.
Fleming and Fleming assert that subcontracts should be managed as self-contained projects, in the tradition of engineering systems management. Under this approach, the prime contractor may organize a multi-functional project team which is responsible for both technical and business issues involved with the project. To direct the team, the prime contractor appoints a Subcontract Project Manager who typically will have technical expertise and very well may be an engineer.
The authors discuss a variety of organizational options within this structure. Most notably, they explain how to set up and manage an integrated project team. Such teams may represent quantum improvements over traditional methods of subcontract management.
