Software engineering management encompasses two major functions, planning and control, both of which require the capability to accurately and reliably measure the software being delivered Flaming of software development projects emphases estimation of the size of the delivered system in order that appropriate budgets and schedules can be agreed upon. Without valid size estimates, this process is likely to be highly inaccurate, leading to software that is delivered late and over budget. Control of software development requires a means to measure progress on the project and to perform after - the-fact evaluations of the project in order, for example, to evaluate the effectiveness of the tools and techniques employed on the project to improve productivity.
