LAPD Detectives Dusty Ellis and Jake Roper were partners and lovers in the dim long-ago, after veteran Jake had taken fledgling Dusty under his wing. Unbeknownst to Jake and the rest of the department, Dusty was a plant in the department, the pawn of a criminal matermind who used her status as a detective to gain information that kept him a step ahead of the law, and her gun as an instrument of death for his enemies. Eventually Dusty's cover slipped and Jake discovered what his partner/
lover was really about, though she slipped away and disappeared before she could be arrested.
Five years later, Jake is the lieutenant in charge of LAPD's Homicide Division. Dusty has been hiding out in Northern California under an assumed name, has married ant taken on two stepchildren that she loves as if they were her own. But her past comes back to haunt her as her former criminal boss makes contact and threatens exposure unless she returns to L.A. and elinates his kill list of enemies. Dusty doesn't want to take on the brutal assignment, but knows she has no choice, so goes about regaining her chops as a killer and steals back into Los Angeles.
Immediately on Dusty's return a string of murders begins, and Jake is put in charge of the police investigation. As he delves further into the case, he realizes that the modus operandi is Dusty's and hers alone, and that he is in a desperate race to stop his former lover and bring her to justice. The case takes him from the confines of Parker Center to the beaches of Northern California, and to a Half Moon Bay showdown where he must take down the woman he secretly still loves.
