The Russian words kray, oblast, okrug, and rayon  standard terms for territorial and administrative units in the USSR  are not translated. Place names have been translated where possible (primorskiy kray, for example, is rendered as Maritime Kray), and Russian adjectival endings have been eliminated in translation (leningradskaya oblast is rendered as Leningrad Oblast). Soft signs have been omitted from the English renderings of place names. Organizations. An effort has been made to verify and standardize the names of organizational components and the position titles of individuals, but some unverified entries remain for names whose sole source is a non-soviet publication.
