Decent book with solid explanations of the foundations. By the end, you'll be capable of building a functional app. Some of the sections are a bit tough to follow, but the reader should be able to figure them out with a little bit of re-reading and trial and error. At the sticker price, I would have liked to have gotten a little deeper into the material, but the book IS titled "Learning Flex 3" and is obviously only intended as a book for someone new to Flex.
This book among all the others on the topic sticks out because it is aesthetically pleasing to read. The page layout is beautiful and when you read a lot of the technical stuff, you appreciate these features. This is a great book if you are just starting out with Flex Builder.
The book itself is great if you need to learn about Flex. But don't learn about it unless someone requires you to. This technology is outdated and nowadays used mostly in old, big projects in which it would be too much of an investment to switch over to angular.
