Those of us who have been wrestling with these problems realize we will solve the problem one step at a time; We will solve the problem by accommodating concerns of both sides of the aisle. We must push the process forward to a speedy, successful conclusion. It is my feeling that S. 14 is the vehicle that will carry that to the finish line, but I am certainly am interested in the comments, sug gestions and discussions that will follow with the positions of well intentioned others that should be taken into consideration.
