هذا كتاب عن الأنظمة السلطوية، أي الدكتاتورية. والمواطن العربي لا يحتاج إلى المثال ليفهم الكتاب. لكنه يحتاج إلى مثل هذا الكتاب ليعيد تصوّر واقعه بمصطلحات اجتماعية وسياسية، ويعيد ترتيب ما يحياه وفق التقسيمات والدراسات التي يعرضها الكتاب.
بأسلوب السؤال والجواب؛ تعرض الكاتبة لمفاهيم السلطوية والديمقراطية، والانتقال بينهما. ثم لأنواع الدكتاتوريات، والفروق بينها في التفاصيل وفي البدايات والنهايات. كلّ ذلك وفق دراسات وإحصاءات وأمثلة تعرضها.
مساحة التداخل بين تلك التقسيمات كبيرة، ونسبة اللايقين في الإجابات كبيرة أيضًا. وهذا شأن كل موضوع اجتماعي.
خبرا شؤمٍ يحملهما لنا الكتاب؛ يقول أن الأنظمة السلطوية التي تشكل ثلث أنظمة هذا الزمان في ازدياد، خاصةً بتأثير الشعبوية المتنامية. و أنّ أعمار الأنظمة السلطوية في ازدياد أيضًا.
قرأت الكتاب مترجمًا إلى العربية. أسلوب الكتاب جميل، وترجمته موفقة، ولم تخلُ من أخطاء تحريرية، ولم يخلُ -على قصره- من تكرار.
فات الكتاب المثالين المصري والتونسي وهما من أوضح ما نعايشه في أيامنا هذه من بدايات الدكتاتوريات وتشكلها، وعسى أن نكون شهود نهاياتها أيضًا.
وفي الكتاب ذكر سريع لرابط مشتهر ما بين الإسلام والأنظمة السلطوية، وفي كتاب (الإسلام والتأخر والسلطوية) لـ"أحمد كورو" إجابة شافية على هذا الإدعاء. وفي كتاب (الأزمة الدستورية في الحضارة الإسلامية) لـ"محمد الشنقيطي" ما يجب أن نعرفه لتحديد مصدر هذا الارتباط المشبوه.

This is what years of research summarized in 160 pages look like. The author is part of a club that has devoted to the study of contemporary dictatorships from a comparative politics perspective: Barbara Geddes, Joseph Wright, Natasha M. Ezrow, Andrea Kendall-Taylors, Jennifer Gandhi, and Abel Escriba-Folch.

Frantz sytematizes the most recent research on authoritarianism. Starting from a negative definition of authoritarianism (i.e., those regimes which are not democracies: free and equal competitive elections), the author explains the differences between the different types of authoritarian regimes (dominant or single party, personalist, and military) regarding how they arise and fall and the possibilities of transition to democracy in different contexts.

The author identifies a worldwide trend in the increasing of authoritarian politics, which is helped by the most current mode of falling into authoritarianism: authoritarianization, a process by which the elected incumbent leader in a democracy proceeds to erode the political institutions that sustain democracy, usually to achieve personalization of power. This is highly worrying given that the personalist dictatorial regimes are the worst.

You must read the chapter on the behavior of the authoritarian leader, as well as the pages on the signals of authoritarianization and on populism (107ff) and the main strategies for survival of authoritarian regimes: repression and cooptation, strategies that have become more sophisticated in recent times.

الكتاب، بشكل عام، جيد جدا. يحتوي على عدد لا بأس به من المعلومات (البديهية إلى حد كبير، خصوصا بالنسبة إلى العرب الذين يرزحون غالبا تحت الحكم السلطوي)، ولكن المميز فيه أنه "يضع النقاط على الحروف"، ويعطي العديد من الأمثلة التي تفيد كل مهتم بالسياسة، وقد أغناه المترجم بهوامشه الرائعة -وغير المزعجة أبدًا-، التي تغني القارئ عن اللجوء لمصادر خارجية كلما طرأ اسم جديد أو غير مألوف جيدا.

لم يعجبني أسلوب الكاتبة القريب إلى التلقين الطفولي داخل الفصول، المتمثل في أسئلة متتالية:
ما السلطوية؟
ما القمع؟
ما الاستقطاب؟
هل يؤثر كذا في كذا؟
وهلم جرا!

وجدت أن هذا الأسلوب طفولي وسخيف، رغم أن الكتاب جيد. كانت ثمة طرق وأساليب أفضل لكتابته.

I would have given this book more stars if it had not been so repetitive. I felt like it was the notes from a professor’s upcoming lecture series. A fourth of the book was devoted to what she was going to tell me, a fourth to telling me, a fourth to recap and fourth to references. However, the information was clearly researched and informative which is what I was looking for just could have been delivered differently.

"تشبه المؤسسات السياسية التي تقوم عليها الأنظمة السلطوية ما نراه من المؤسسات في الأنظمة الديموقراطية من ناحية الهيئة، وعلى الرغم من أن بعض الأنظمة السلطوية لا يوجد فيها أي مؤسسات ديموقراطية زائفة، نجد أن معظم الأنظمة السلطوية لا تخلو على الأقل من مؤسسة ديموقراطية زائفة واحدة، وكثير من هذه الأنظمة يقوم على منظومة ديموقراطية زائفة تماماً".

السلطوية: ما يجب أن نعرفه – إريكا فرانتز

كتاب جيد في طرحه ويتناول موضوع الحكومات السلطوية الديكتاتورية من حيث نشأتها وسياساتها وأساليبها في البقاء في الحكم وكيفية انهيارها نهاية، وذلك ضمن حديث وجدته سطحياً ولم يُلبِ حاجتي في الفهم العميق والتحليل، لهذا أجده يناسب المبتدئين في القراءات السياسية عموماً، ولكنه جيد وبسيط في طرحه.

فمثلاً تتحدث الكاتبة عن صعود السلطوية المرتبط بتزوير الانتخابات واستقطاب الجهات القوية وقمع الضعيف منها، فالحاكم في النظام السلطوي يهدف إلى البقاء أطول فترة ممكنة على كرسي الحكم، وتهدف النخبة حوله إلى الانتفاع قدر الإمكان من التسهيلات التي يقدمها لها والموارد التي تنهبها من الشعب الذي لا يطمح إلى شيء سوى إلى تحسين مستوى عيشه اليوم عن سابقه الأمس.

وتعتمد السلطوية على سياسات تموه الدمقرطة في دولته عبر مؤسسات ديموقراطية زائفة تمنح الشعب والدول الخارجية أملاً في أن دولته تتجه حتماً إلى الديموقراطية، غير أن واقع الحال يحكي عكس ذلك تماماً، والسلطات الدكتاتورية باختلاف أنواعها، العسكرية والحزب المهيمن والشخصانية، جميعاً تصل إلى الحكم بإحدى الطرق المتبعة عادة مثل الانقلاب أو الانتخابات أو استيلاء عائلة على الحكم، ولكنها تختلف فيما بينها في المدى الذي يمكن أن تذهبه في ترسيخ حكمها عبر سياسات الكذب والتزوير والقمع.

ويمكن للمرء أن يدرك وجود النظام السلطوي بالانتكاس الديموقراطي الذي يصيبه، والذي ينطوي على السيطرة على وسائل الإعلام والتعبئة الجماهيرية وتقديم المكافآت لرؤوس المعارضة للانضمام للحزب المهيمن والاعتماد على الشعبوية الممجدة للحاكم، وعبر هذه الوسائل وغيرها يستطيع النظام السلطوي البقاء مهيمناً، وكلما كانت وسائله أكثر غموضاً وخفاء طالت فترة حكمه، لهذا يطول حكم أنظمة اليوم السلطوية مقارنة بنظيرتها القديمة لتقدم الوسائل التي يمكنها عبرها ترسيخ وجودها دون أن يلحظها الكثير.

وينتهي الحكم السلطوي بإحدى الأشكال التي بدأ بها مثل الانقلاب عليه أو ثورة جماهيرية أو حدوث تمرد أو عصيان أو انتخابات تزيحه، ولكن عادة ما يخلف الأنظمة السلطوية سلطويات أخرى وليس بالضرورة أن تخلفها أنظمة ديموقراطية، وكل هذا يعتمد على مجريات الأمور في الدولة والدرجة التي كان فيها النظام السابق متفشياً في ممارساته ومهيمناً على طبقات الشعب المختلفة.

الكتاب جيد في العموم ويعد مقدمة جيدة لمن يحب القراءة في السياسة.

كتاب في مجال العلوم السياسية يتحدث بشكل علمي عن الانظمة السلطوية أو الديكتاتورية عن أنواعها وعوامل انهيارها وعن الطرق التي تستخدمها تلك الانظمة للبقاء لأطول فترة ممكنة ربما تبدو بعض المعلومات الواردة في الكتاب بديهية بالنسبة لكثير ممن يعيشون في تلك الانظمة لكن هناك معلومات أخرى وجدتها مهمة وجديدة مثل اسباب اهتمام الانظمة السلطوية بالانتخابات والمؤسسات الديمقراطية المزيفة وأيضا عن فرص الاتجاه للديمقراطية بعد سقوط الانظمة السلطوية والتي تزيد مع وجود ثورات سلمية وتقل إذا كانت هذه الثوارت عنيفة كما يظهر الكتاب سبب انخفاض معدل حدوث الانقلابات في الدول السلطوية المعاصرة وهذا لأن الانظمة الغربية اصبحت تهدد بقطع المعونات عن أي نظام يقوم على الانقلاب
شخصيا لا أرى أن الاحصائيات الواردة في الكتاب تعكس حقيقة الانظمة الديكتاتورية أو تستطيع التنبأ بفرص سقوطها لأن كل دول لها وضع وظروف تختلف تماما عن الأخرى

A synthesis of theoretical aspects of authoritarianism- clear and well organised. If that is what one is looking for then this book is a good answer. I was looking for the psychological aspect of dictatorships instead of the political characteristics of authoritarian rule. I wanted to gauge why dictatorships succeed, what ordinary people feel and think about authoritarian rule, about the thought controls directed at the population of authoritarian regimes - what is it like and why are ordinary people content to live in an authoritarian state? What is the common culture in authoritarian regimes? Is there one? How does authoritarian rule make itself benign in the eyes of the people? What role does fear play? And so on - hope to find books with this kind of content.

After stating that authoritarianism is not a homogeneous monolith, the author describes the spectrum of authoritarian regimes, their modus operandi, natural trajectories, predisposing conditions, prognostic factors, and vulnerabilities. Recent trends in particular are highlighted. The author explains the playbooks of these regimes clearly so the reader can understand their underlying strategies and logic. Everything is demystified nicely. Facts are more fascinating than wishful thinking, and these are presented objectively. Overall the style is rather academic and at times dry but it is indeed a valuable introductory text. Four stars.

Excellent short overview of authoritarian politics and governance since WWII. Provides insights into authoritarian mindsets that one may see in people you know! Since this book’s release in 2018, some of its predictions for the continued rise of populist, strongman authoritarians has sadly come to pass.

Erica Frantz has written a useful book on authoritarian regimes. She Always uses real world examples to explain the mechanisms through which these regimes operate. This is the strength of the book. If you have studied political science then this book may not be as informative as the book does not delve deeply into the subject.
