With every villain in this collection coming with at least two adventure seeds, this book serves up more ideas than I imagine I could ever use in my Mutants & Masterminds campaign. Presented as part of a governmental database of supervillains, the powers, hooks, and histories are woven tight into the Earth-Prime setting, but could easily be lifted for home-brew campaigns. The majority of the book is devoted to individual villains, but the collection ends with about a fifth of the book devoted to team-ups, ranging from tough to oddball, pairs to families, and the end result is a book you could easily grab if you only had a short time before you needed an adventure thrown together (especially alongside the Mutants & Masterminds "Danger Zones").
