Account of the development of the Indian Councils Act 1909, better known as the Morley-Minto Reforms that provided for a limited increase in the involvement of Indians in the governance of British India. The book takes the form of correspondence between the Viceroy of India, Gilbert Elliot, 4th Earl of Minto and the Liberal Secretary of State for India, John Morley. The book is written by the Viceroy's wife, Mary, Countess of Minto and also includes excerpts from her Indian Journal providing an account of some of their life in India,
