For preteen/teen readers who are interested in the subject of Estonia, this book is a good resource. This book specializes in more text then photographs, so I think it'll appeal more to the older crowd. It does have a nice chapter on how the EU came to be and how it works. A nice resource book for any J Non-Fiction collection.
