Transforming the Future: Anticipation in the 21st Century

People are using the future to search for better ways to achieve sustainability, inclusiveness, prosperity, well-being and peace. In addition, the way the future is understood and used is changing in almost all domains, from social science to daily life.
This book presents the results of significant research undertaken by UNESCO with a number of partners to detect and define the theory and practice of anticipation around the world today. It uses the concept of ‘Futures Literacy’ as a tool to define the understanding of anticipatory systems and processes – also known as the Discipline of Anticipation. This innovative title

This is interesting. The title does not necessarily convey the possibilities in this book. Miller and the researchers featured in this edited collection develop a Futures Literacy Framework (FLF). It is a framework of potentials and opportunties, creating "the knowledge laboratory approach."

My critique is the nature of this "laboratory." The ontological work required to create rigorous scenario planning is undercooked in this book. There is strong attention on thinking differently, clarifying what 'we' value, and living the present with the future in mind.

But if a new rendering of literacy is to be developed, then strong research is required on the powerful current literacy theories that are in place and in development. Future literacies will gain greater traction and energy by solidifying the tether to contemporary renderings of literacy.

تحويل المستقبل: التوقع في القرن الحادي والعشرين. تأليف: ريل ميلر؛ ترجمة: نسرين اللحام.- باريس: منشورات اليونسكو، 2018م، 315ص.

يأتي هذا الكتاب تتويجاً لجهود بُذلت خلال خمسة أعوام من البحث العلمي العالمي لمنظمة اليونسكو، وقد عمل على ذلك أكثر من 40 من معامل قراءة المستقبل في أكثر من 20 دولة.
وتوصلت نتيجة البحث إلى دليل يقرى إلى إثبات مفهوم أن الناس حول العالم "يستخدمون المستقبل" لأسباب متعددة وبطرائق مختلفة، ويكمن جذر "الافتراضات التوقعية" عند الناس في تاريخهم وتقاليدهم ووضعهم القائم.
ويتكون هذا الكتاب من أقسام عدة، الأول منها يبحث استكشاف التوقع في القرن الواحد والعشرين نحو قراءة المستقبلات. والثاني: معامل قراءة المستقبلات: المبادئ التصميمية ودراسات الحالة. والثالث: تطورات موازية ومتقاربة.
ويستنتج هذا الإصدار أن نهج التوقع لا يزال في مراحله الأولى من التطوير، وفي هذا الصدد لا يختلف نهج التوقع عن أي نهج أو علم آخر، فالظروف المتغيرة تؤدي إلى تغيير الاحتياجات والقدرات.
ويعكس نهج التوقع مجموعة من الجوانب المتقاربة والمتباعدة للحاضر، فهناك صعود لنظريات جديدة في التوقع والتعقيد، وهناك انخفاض في الفعالية، من حيث النتائج والمفاهيم للأساليب القديمة لما يسمى: استخدام المستقبل.
لم ينشأ نهج التوقع مكتملاً، وهو بذلك يحتاج جهوداً كبيرة لتطوير نظرياته وممارساته الجدية الخصبة، والجهود جارية بالفعل في مجموعة متنوعة من المناطق والمؤسسات، منها: كرسي اليونسكو، ومؤتمرات التوقع، ويوجد عدد من التجارب العملية التي تجري حالياً وتغطي أفريقيا وأوربا وأمريكا اللاتينية وآسيا، وبدأت شبكة عالمية التبلور في هذا المجال، ومثل جميع الجهود المماثلة: لا توجد وسيلة للمعرفة المسبقة: هل الجهود المبذولة ستؤول إلى نتائج جيدة أو سيئة. ولكن ما يمكن تأكيده هو: أن هذه الجهود تتطلع إلى الإسهام في الطموح العلمي لإحراز فهم أفضل للعالم.
وفيما يتعلق بإجراءات الاستشراف والتدريب عليها: كان التوقع أداة لتطوير القيادة، وربما تكون جدّة النهج المتبع قد بعثت على الحماسة والاهتمام الكبير من جانب المشاركين في الإجراءات، وأمكنت ملاحظة ذلك من مشاركتهم الفعالة وتعقيباتهم الإيجابية، التي حفزت أيضاً المنسقين المصاحبين لهم من المدارس، إلى تعلم مزيد عن قراءة المستقبلات، والتفكير في كيفية "استخدم المستقبل" بأساليب جديدة في التعليم.
