This is a good read for those who have had some experience managing projects, or interested in managing IT projects, but have moved beyond the "For dummies" level of reading.
Certainly not as complete as the PMI PMBOK, but it's not really geared for that.

I do wish it spent more time discussing alternate, "lighter" project management techniques, however. It felt that they were added in the end as an afterthought, but had little real respect from the author.

If you are a beginner, this is a good book to read about IT Program/Project Management.

If you are an experienced professional, this is still a good book to refresh your concepts!

A light, but effective read!!

An IT Specific Project Management book. Not a special one, but good enough for a start for an ITPM.
