However, recent attention to the Virgin's other resources has revealed emerging interest in the public values of the river-the rich and diverse wildlife, the numerous habitat providing riparian areas, and the opportunities for aesthetic and recreational experience. There is a great deal of public concern about the future of the Virgin. There is clearly a need, then, to create a balance in Virgin River management, and to protect the river's natural regime to the extent that it remains. This report is offered as a blueprint for a process to restore that balance.
