Traditionally, the IT infrastructure consisted primarily of an organization's data center, which supported mainframe transaction processing. (see Figure Effectiveness was assessed in terms of reliability and efficiency in processing transactions and storing vast amounts of data. Running a data center was not very mysterious, and most large organizations became good at it. Consequently, while the data center was mission critical at most large organizations, it was not strategic.
