Where the minority groups have resisted the policy of assimilation, states have resorted to extermination and expulsion of the minorities to assure national uniformity. The extermination of Jews and other minorities in Germany, the expulsion of millions of Germans from Poland and Czechoslovakia, the partition of India and the subsequent displacement of millions of people, the recent genocide in Rwanda and Bosnia are some instances. Minorities are tolerated in some countries not as a virtue but as a matter of expediency.

Given this situation, this book tries to explore minority rights in Islam compared to secular states. The exposition of Islamic law regarding Non-Muslim minorities is not only necessitated by the growing urge of Muslim countries to mould their legal system in accordance with the Shari'ah but also by the fact that the law is being distorted and used as a pretext for the persecution of Muslim minorities in Non-Muslim countries.

Sebuah buku yang kecil, perbahasannya melingkungi pengalaman bernegara dan undang-undang di Malaysia, India & Amerika Syarikat.

Mulanya menterjemah beberapa bahagian, namun tersangkut dek istilah legal (dan sains politik) yang belum diketemu istilah-konsep dalam bahasa Melayu.
