The employment conditions in the city service nowhere approach the standards ofmour best privately conducted businesses. Up to the present time, the salaries of the employee of the city of Akron have not been determined. Scientifically with reference to the market value of the work performed. It is a matter of current knowledge that salaries are fixed by accident, expediency or political preference. Increases in salary have been irregular, uncertain and too olten without regard to the relative merits of employee.
