Winberg Chai was educated both in China and in the USA. He received his PhD. in comparative politics at New York University and did post-doctoral training at Virginia Polytechnic Institute. He was the Coordinator of the Departments of Government and Asian Studies at the University of Redlands, California, and the Vice-Chairman of the Pacific Area Inter-collegiate Council on Asian Studies.
He is a respected professor and has published on his own and in conjunction with his father, Dr. Ch'u Chai. He has been awarded a National Science Foundation Grant, two Ford Foundation/University of Redlands grants for faulty improvement in humanities, and two Haynes Foundation Fellowships.
