Fern Bisel Peat was an American illustrator born in 1893. She founded an interior-decorating studio with her husband, where she specialized in designing material for children, including textiles, wallpaper, and murals, and illustrated multiple books. (from Google Books site)
This seems to be a collection not only of shorter Christmas tales, but from an older, far older, book. (Think a 1900s or earlier chapbook). The kids in the illustrations are pretty much all white. It does include the Virginia/ Santa Claus, Night Before Christmas, and Nutcracker stories (the Dumas version). But it is difficult to imagine many modern kids enjoying this book.
