The hardcover is 266 pages, so clearly a reader is more than 90 seconds from a life (s)he is going to love. Rosenberg does reference the formula and explain it, but it is a sentence or two in the first couple chapters. The rest of the book is additional advice on identifying and dealing with negative emotions, and developing confidence.
I was feeling impatient with the misleading title and the structure of the book, but along the way I discovered a lot of gold. In fact, I would say this is one of the most psychologically insightful and helpful books I have read in a long time.
That said, the title still feels like a sales pitch, because it is not the focus of the book. I'll admit it, the title is that caught my eye and I only grabbed the book because I thought it would be a novel and quick flip through. While I greatly benefited from the content and how it applies to some deep life issues I have, I certainly couldn't answer a quiz on what's supposed to be happening in those 90 seconds.

A great book on emotional mastery in my opinion. Rosenberg's analysis and understanding of difficult emotions is thought through and compelling. There are good references to modern neuroscience, which is something I appreciate from a modern psychology book. It's a keeper and the content will take me many months more to work with.

Terrible title but so much fantastic information about how to work through the challenges of your difficult emotions and how our avoidance of them and the sensations they bring up prevent us from living a life we truly want for ourselves.
