There is a lot of mystery going on here, and much of the beginning stories have nothing to do with the primary protagonist Misaka. But the events in those pertain to things that come later, as more villains are introduced and previous villains are seen in a different light.

Make sure you read the other books in the series first, especially volumes 10 and 11 so you can have a better understanding of what is going on.

An odd start to the volume eventually leads to an interesting fight between the doll bomber and a close range sniper. Then we delve into cyborgization and question whether there is such a thing as a soul. However, I really wish that the cyborg did not go full robot so soon, as they seemed to be behaving like a normal person at first. Somewhat missed opportunity. A little too much fan service for my tastes.

This was a good volume, I like how the story continued in this volume. It was well paced and decent. There was some growth of characters. I do feel we are missing out on some other characters stories I would love to hear about and have a pretty big cast that is a little confusing to keep straight at times.
Still will keep reading.

This is the middle book of a story arc. Occasionally, I find myself at sea, but the story is good with some humor mixed in.
