I think yes:
C. S. E. Cooney (Desdemona and the Deep)
Priya Sharma (Ormeshadow)

Maybe:
Scotto Moore (Your Favorite Band Cannot Save You)
Lina Rather (Sisters of the Vast Black)

And no: (even though Muir has won everything)
Katharine Duckett (Miranda in Milan)
Jennifer Giesbrecht (The Monster of Elendhaven)
Kerstin Hall (The Border Keeper)
Vylar Kaftan (Her Silhouette, Drawn in Water)
Tamsyn Muir (Gideon the Ninth)
Lina Rather (Sisters of the Vast Black)

Already read:
Emily Tesh (Silver in the Wood)

For the most part this was an interesting collection of story teasers and a chance to explore new voices. There are a few stories I wouldn’t mind reading the full version of and a few that weren’t my taste.

Never ending stories

I've read a few Best of Tor.com anthologies, now. I don't know whether I missed a trick with this one, but few if any of the stories had actual, or satisfying, ends.
Some great writing and strong ideas, but never brought to fruition.

Probably done reading this for now, but it was interesting to get samples of lots of the novels everyone's talking about.

Wtf?!?!

Well, that was a few hours of my life I will never get back... So, I start reading amd immediately hate the first story sample. Move on to the next, same result. Now, each story just lists the title and not the author as you read through. Every single one feels like YA written by women... After finishing the sampler, I go back and ready the list of authors and all are women but one. Not really a problem except for the fact that Tor usually publishes adult sci-fi/fantasy. If this group of YA authors is the top tier of their 2019 debut authors, Tor will be having a rough year. There wasn't a single sample that made me the least bit interested in going out and buying and finishing the story.
