Peacekeeping By Proxy is a term devised by the Pearson Peacekeeping Centre. It refers to a sitution in which the Member States of the United NAtions Security COuncil, which have "responsibility for the maintenance of international peace and security," decide, for some reason, that they cannot establish a needed peacekeeping mission. In that case, the Council gives its proxy to an individual country, a group of countries or and organization. With this proxy and linked to the UN by an authorizing resoultion, the acceptor of the proxy organizes and careis out the operation.
