Supes: Anti-villains: Book Eight
Bob and BB have had enough as it seems that every time they get rid of one criminal, like the heads of the legendary hydra, two more step forward to take that criminal's place.
Since fighting crime isn't working, they decide to try to manage it instead by taking over the criminal enterprises of Orlando and giving new meaning to the term “organized crime” as they seek to end the chaos and destruction caused by disorganized crime.
While they achieve some success, Midnight comes to realize that they are only fighting the symptoms of crime and not the problem itself, that being the lawyers, judges, reporters and politicians who let the criminals off with a slap on the wrist and allow them to prey upon the innocent.
Striking out on her own, Midnight decides to fight City Hall, literally, leaving a trail of dead lawyers, judges and politicians in her wake.
With the SRU, KOS hunters and even the National Guard descending on the city to take down Midnight, Bob finds himself trapped between trying to save Orlando from Midnight while also fighting to save Midnight from herself.
