Stuart Mill fut le penseur libéral de langue anglaise le plus influent du XIXe siècle. Ce féministe convaincu adepte de l'utilitarisme défendit une société laïque et instruite, où l'individu est libre de faire ce qu'il désire, tant que ses actions ne nuisent pas à autrui. A partir de cette conception novatrice de la liberté, Mill proposa des réformes institutionnelles et économiques intéressantes qui eurent une influence considérable sur la théorie politique à venir et qui s'avèrent aujourd'hui essentielles à la compréhension de notre monde.
