Bill Russo's various books on jazz orchestration, arranging and composition are invaluable texts having educated and inspired generations of musicians. It is a shame they are not all still in print. This book is slight, only 90 pages, probably best described as a good handbook for beginning orchestral arrangers (covers voicings, ranges, textures, etc).
