I think this is a great idea and a great story, but the writing style holds it back (funny that I didn't notice that when I read it as a kid). It's a strange style of third-person that flits between characters without warning and is a little bit jarring. The back stories of each character plod along and the emotions/reactions/thoughts of the characters are unrealistic and hard to sympathise with. There's other aspects of the writing that drove me nuts as well, but the whole concept is interesting enough that you can mostly put up with it.
