Howard Edward Palmer, D.Litt. (Tokyo Imperial University, 1935) was a linguist, phonetician, and English teacher. In 1923, he established the Institute for Research in English Teaching (IRET, later Institute for Research in Language Teaching, IRLT), became the first director, and founded its Bulletin.
