I’m not an expert on machine learning, but I expect that if you put together a brief outline, gave it to an AI and told it to write a book based on what it could find on the public internet, then this is the kind of book you would get. My best guess is that this is a fake book by a fake author using fake reviews in some scheme to siphon money from Amazon subscriptions. If you want to learn about Docker, grab a book from Packt Publishing, O’Reilly or one of the other well known tech publishers.
