Years ago, he found and kept a 9mm gun and seventeen bullets. Ever since, he has been plotting and planning, carefully choosing the people he feels deserve to die. Finally, the time has come to act. Terrible people who slipped through the cracks of the justice system. But their heinous crimes are not Lucas's only motive for killing. He feels it is the right, the duty, of the people to do exactly what the Declaration of Independence says to do--to throw off corrupt government and change the system. He hopes these killings will raise people's awareness and cause them to act.
