In 1962 Mark was placed into to the Dever State School for the Mentally Retarded when he was 5 years old. At the time of his placement, the conditions at the school were later considered "deplorable" and a class action lawsuit was filed. Improvements were made and the school became one of the best facilities around, but at a financial cost. Thus began the State's plan to privatize the needs of this population with the intention to close Dever. This story covers the details of what happened during this transition and why the parents fought to keep the institution open.
