Morgan preferred to live her life unnoticed, but that was harder to do in a land where eyes were everywhere. Citizens of The Public live under the eyes of the Watchers. Many appreciate them as protectors, but some see them as tyrants. Morgan holds a strong distaste for them herself, but she finds that they usually leave her alone so long as she keeps her distance. One night, something changes, and she finds herself in peril.
