Bond is going-to-pieces professionally. His boss hopes that by assigning him a nearly impossible task, Bond can pull himself together.

Like Bond, MI6 is in a sorry state. The CIA is convinced its UK ally is riddled with traitors and/or incompetents.

To arrange access to Japan's Magic 44 intelligence source, M. Sends his blunt instrument on a charm offensive to convince Tiger Tanaka, the head of Japanese intelligence, to share results.

The fan dances Bond and Tanaka employ to test each other are worthy of screwball comedy. Neither is willing to meet the other halfway, and the niceties of each other's nation's are simply caricatures to the other.

But the men become friends, and trust each other as men. So Tiger asks Bond to help him solve a problem his prime minister has given him: get rid of the maniac botanist Dr. Guntram Shatterhand. Shatterhand is a pest and a public danger. He has purchased an island, and made it a pleasure dome filled with plants and animals toxic to human beings. It has become a point of migration for suicide prone Japanese, and the prime minister wants it erased from Japan before it becomes even more of a scandal than it already is.

And Bond agrees.

As with the second half of Casino Royale, the lead-up to the showdown offers several chapters of Bond receiving TLC from a young woman.

As fans of the Jack Reacher thrillers of the child probably already know, his 2015 novel Make Me shares some fundamental plot features in villain motivation.
