Development Re-examined: The Construction and Consequences of Neoliberal Bangladesh

This book is an attempt to examine the dynamics of neo-liberal development model in Bangladesh with special focus on global institutions, energy, industrial growth and workers’ rights, on GDP growth and environment. The book is divided into six parts. First part investigates organic links between global institutions (GIs) representing global monopoly capitalism and the peripheral state, the process of constructing this development path. Second part focuses on natural resources, energy and power. An alternative model for power generation is also discussed. Third part deals with the global chain of Bangladesh garments industry, its remarkable growth along with conditions of workers. Fourth part examines model of neoliberalism in Bangladesh along with role of microfinance and NGOs. Fifth part further clarifies different aspects related to global capitalism, development, NGO and South Asia. Finally, an alternative approach to development is outlined to visualize a feasible and humane future in the concluding part.

পুরো নাম আনু মুহাম্মদ আনিসুর রহমান হলেও আনু মুহাম্মদ নামেই অধিক পরিচিত, জাহাঙ্গীরনগর বিশ্ববিদ্যালয়ের অর্থনীতি বিভাগের শিক্ষক। ঢাকায় লেখাপড়া শেষ করে ১৯৮২ থেকে জাহাঙ্গীরনগর বিশ্ববিদ্যালয়ের অর্থনীতি বিভাগে যোগদান করেন। এছাড়া একই বিশ্ববিদ্যালয়ের নৃবিজ্ঞান বিভাগেও শিক্ষকতা করেছেন। শিক্ষকতার পাশাপাশি বিশ্বব্যাপী শোষণ, বৈষম্য, নিপীড়ন ও আধিপত্য বিরোধী তত্ত্বচর্চ‍া ও লড়াইয়ে সক্রিয় অংশ নেন। বাংলাদেশের প্রাকৃতিক সম্পদে জনগণের মালিকানা প্রতিষ্ঠার আন্দোলনসহ যে কোন প্রকার নির্যাতনের বিরুদ্ধে সোচ্চার ভূমিকা পালন করেন। বর্তমানে তিনি তেল-গ্যাস-খনিজ সম্পদ ও বিদ্যুৎ-বন্দর রক্ষা জাতীয় কমিটির সদস্য সচিব। বাংলাদেশে মার্কসীয় অর্থনীতি ও রাজনৈতিক অর্থনীতি সংক্রান্ত আলোচনায় তিনি সবচেয়ে পরিচিত লেখক।

বেশি কিছু লিখব না। সময়, সুযোগ, এবং আগ্রহ হলে যে কাউকে বইটা পড়তে অনুরোধ করব। অরুন্ধতী রায়ের ভারতের প্রেক্ষাপটে লেখা নন-ফিকশন কারো ভালো লেগে থাকলে বাংলাদেশের প্রেক্ষাপটে এই বইটাও ভালো লাগার কথা। একই রকমের ঝাঁঝ আছে লেখায়।

এক কথায় বলতে গেলে, যে কোন দেশ ভেদে নিওলিবারেল রেটোরিকের যে কোন কম্পোনেন্টই আসলে অনেকটা Catch-22 বা মাইনকার চিপার মত। দেশভেদে ক্ষমতার স্বরূপ খুব একটা বদলায় না বলেই আমার মনে হয়। Money & power usually tap people in the same way everywhere. তাই সব জায়গাতেই নিওলিবারেল গল্পগুলো আসলে একই বোতলে পুরান মদ। আর সাধারণ মানুষ যে কোন জায়গায় প্রিভিলেজ মেজরিটি এর যতগুলা চেকবক্সে টিক ফেলতে পারবে ততই তার নিজের জন্য ভাল! শুধু জায়গাভেদে ফ্রিডমের ইল্যুশন টা কম/ বেশি হয়। And at the end of the day, words are usually futile devices for the mass (but a great political tool in the hands of the power)!

The neo-liberal policy agenda that has shaped development pathway of Bangladesh. From Mujib to current PM, all the subsequent to government has served the economic interest of the elites. It has lead to massive inequalities, injustice, violence and murders of the broader population. The nature and biodiversity of Bangladesh was devastated by the energy, water dams and infrastructure development.
