This is a fun introduction to Warhammer Fantasy Roleplay 4th Edition.

What it comes with is six pregenerated characters, a book of adventures, a book of setting information, and a number of handouts related to both the setting and the rules. As well as a nice pair of percentile dice.

The adventure goes for a bit of programmed instruction, introducing the basics of the system in a railroaded manner before opening out some into a more traditional adventure. Unfortunately, the railroading is of the WORST kind.

The best part of this book are the six short adventures that each focus on one of the pregenerated characters. These are some great examples of how to tie in things to characters so that the players will feel more involved with what's going on.

The setting information is extensive and full of adventure seeds. It focuses on the city of Ubersreik and the surrounding province of the same name. Not every seed will work for every group (some are going to appeal to more heroic types, others to more mercenary ones), but every location includes two seeds, so there's going to be enough to go around.

Worth getting for the setting information even if you feel you don't need an introductory set.

A great boxed set to start exploring the Warhammer Fantasy Roleplay world. The key content are an Adventure Book — which doubles as a guide to the basic principles and rules of the game, a Guide to Ubersreik, a collection of pre-generated characters, two maps, some counters, reference and rumour sheets, and a map/screen printed on the inside of the box.

The Adventure Book provides the low down on the various types of tests used to determine the outcome of challenges in the game, blending them with progression through the main adventure presented. The back of the book has a bunch of shorter adventure outlines and a trio of pages explaining key terms and conditions used in the book.

The Guide to Ubersreik explains the shaky state of the prosperous town and the potential for danger, discovery, daring and devilry. The town is broken out into areas and each receives a section that details key buildings and personalities. All of these locations have a couple of adventure hooks described in brief.

The pre-generated characters link to one of each shorter adventure from the Book and provide a reasonable spread of the key species and classes.

The maps are adequate but too small. There's one for the GM and the other for the players. The latter isn't clear enough and the former could have done with being twice the size, at least. A bigger scale would have allowed the GM to pinpoint the described locations and begin to flesh out the rest, structure by structure.

Compared to the Core Rules, the mechanics described here are simple and sufficient. In many ways, the Core book goes on to try a little too hard. What's here is enough to get started for a newcomer. The core system is rolling equal or under a percentile score. More dramatic challenges work based on how much you roll above or beneath the target.

The big adventure has a fairly heavy-handed way to get the characters involved, but it does set up a good way to introduce the town and allow some freedom for exploration — without too many awkward questions being asked.

The plethora of hooks and short adventures provide fertile ground for new a long campaign in the area filled with a range of personalities with their own goals and motivations. I came away, in the end, wanting to explore and get into the weeds of the setting. There's room for everything from treasure hunting and mercenary work through to possibilities for intrigue, investigation and politics. It's a solid starting place at a very reasonable price point.

Definitely recommended; it might be practical to spend months or years playing what's here without picking up the full book — especially for a GM comfortable with improvising their own game materials.

A Masterclass in Sandbox Design (Not Just for Newbies!)

I finally finished reading through this excellent Starter Set, and it is a truly "Grim and Perilous" box of delights. While it’s labeled a "Starter Set," it offers a depth that goes far beyond a simple tutorial.

The Physical Goods 📦

The production quality is pure Old World flavor. You get two saddle-stitched softcover books—while not as durable as a hardback, they lie perfectly flat at the table. The dice have a fantastic "bones and parchment" aesthetic, and the Advantage tokens are a massive quality-of-life improvement for the 4e combat system. Throw in high-quality pre-gen character folios with deep backstories and some beautiful maps of Ubersreik, and you have a very complete package.

The Adventure Book: Learn-as-you-go ⚔️

The main adventure uses a "play to learn" format. Personally, I prefer a full ruleset upfront for easier referencing, but I can’t deny it gets players into the action ASAP. Just a heads-up for GMs: you will need to read it cover-to-cover beforehand, as looking up specific rules mid-session can be tricky.

The story itself is brilliant. It starts with roleplay-heavy encounters (this is definitely not a mindless hack-and-slash dungeon) and quickly evolves into a political sandbox. It’s mature, complex, and—honestly—even as an experienced GM, I’m a little nervous (and excited!) to run it.

A Guide to Ubersreik: The Crown Jewel 🏰

This book is where the set truly shines. It provides a detailed breakdown of locations, NPCs, and cults, but the "secret sauce" is the two adventure hooks per entry. Cubicle 7 has essentially handed GMs a two-year campaign in a single booklet.

The Verdict ⚖️

This isn’t necessarily a "Beginner’s first RPG" set. It’s a starter set for moderately experienced GMs or those looking for a real challenge. If you are willing to put in the prep, the "Guide to Ubersreik" is one of the most digestible and inspiring sandbox settings I’ve ever read.

Well done, Cubicle 7. The Empire is in good hands!

For reading

The straight out reading material in this box comes in two books: a setting book and an adventure book.

The setting book deals with places inside the city of Ubersreik and places in the wider region outside of it. All of these places comes with a short descriptive part and, some kind of "whats happening here" and an adventure hook. All of it nice to read, inspires to create your own material and makes Ubersreik a very alive and organic place... For the GM at least. Awesome layout, and lots of art for NPCs, maps and everything I´d want from a setting book for presentation is here too. I find this booklet as perfect as it can get. But a bit unsure how useful it is for new GMs as a lot of it is not directly useable, and some rules reference the main book which can be a bit meh.

The adventure book has a "main" adventure with some railroading at the start and then more sandboxy feel. And then some smaller adventures at the back, some of them using the backstories of the pregen characters in the box, that needs some GM work for details. Main adventure was spelled out fairly well for the most part and read well and looks easy enough to run. The latter ones needs doing details, maps and the main book unless you wing it. Nice layout, good and useful art and the works again. Interested in running the stuff in here.

Overall, really nice rpg product for the reading part, and made me more interested in reading more WHFRP 4e material.

In play
Not played to the extent I can give any meaningful rules review. First impression is that there is less parry stalemates compared to previous editions, but the trait bloat of the warhammer systems and the added advantage system still makes it a clunky system, especially for a d100 one.

Solid starter set which, thanks to the included Guide to Ubersreik, will also be useful to experienced hands - though some of the adventures include subject matter which might be a bit strong for beginners (and could do with some more guidance on using such subject matter in a gaming context, like a discussion of safety mechanics). 2 stars. The Warhammer Startet Set for fourth edition ultimately fails to get you started.

Let's start with the good stuff.

The guide to Ubersreik is great. With tons of locations, plot hooks, colourful npc's and a good description of the political situation in the city, this is a essential ressource for running games in Ubersreik.
The pregenerated characters are also decent and nicely presented.

Now to the big problem of this set: The adventure.

It's a railroad in a sprawling city. For a first time gm, this is incredibly hard. For a experienced gm it's salvageable but a lot of work.
Essentially you have to portray a whole buzzling city all while keeping your players on track.
The writing is also way more confusing than it has to be.
What really pushed me over the edge is the fact that there is no conclusion. So the potentially first time gm, with no knowledge of the old world, is expected to invent the last third of the story on their own. WHAT?

Ultimately I can't recommend this set for new players. Pick up one of the free adventures on the Cubicle7 website instead.

The adventure is all over the place and very railroady. It will teach you the rules, though, so there's that.
