കളക്ടർ ബ്രോ : ഇനി ഞാൻ തള്ളട്ടെ

This is a true story. An untold one that played out in the district of Kozhikode when a young IAS officer took charge as the District Collector in 2015. Over the next two years, he led the district and transformed the very concept of public administration with the use of social media, public consultation, usage of technology, volunteerism and public participation in governance. The two year tenure of 'Collector Bro' in Kozhikode transformed the landscape and narrative of district administration and communication with the citizens forever.

Within a couple of months, 'Collector Kozhikode' Facebook page became a trendsetter in Kerala, and the most followed district administration page in India. It still is. With initiatives like Compassionate Kozhikode, Operation Sulaimani, Savari Giri Giri, Kozhipedia, Freedom Café, Yo Appooppa and Tere Mere Beach Mein, IAS officer Prasanth Nair, who was the District Collector of Kozhikode at that time, ushered in a new language of governance that endeavoured to bridge the gap between the district administration and citizens through the optimal employment of social media. The District Collector descended from the colonial ivory towers and mingled as one amongst the common man, totally dismantling the hierarchical stereotypes that the society was used to.

This book traces the story of how exactly this happened and how and why the public responded so overwhelmingly to such an initiative. It also chronicles how these experiences transformed the young officer also - from a hesitant public speaker to a crowd-puller, from an introvert to a seemingly extrovert energetic leader. For the first time, the emotional roller-coaster of events that re-shaped the attitude and language of engagement by District administration is narrated with all the inside-stories. Straight from the horse's mouth. The author however takes pains not to take centre-stage in the book and manages that somewhat with wit and self-deprecating humour. This book has got nothing to do with government; but it is all about governance, life and compassion. At one level it is a collection of case-studies, the most readable and engrossing ones, narrated with fun and illustrations. At another level it is a chronicle of a personal journey of a compassionate administrator. This is not a typical arrogant bureaucratic ‘I did this’ book, but an ‘I went through this’ book. Not a high-horsed motivational ‘you can do it’ book, but a book that makes you think and prioritise what you want to do in life.

As Dr. Shashi Tharoor says in the foreword, a must read for all civil servants, civil-service aspirants, students of public administration and all citizens who dream for a better tomorrow.

I am one of the few fortunate people here who met this author in real life and heard a few of his speeches, including his famous TEDx speech.

Like the author's real-life character, he tried to write everything humorously in this book. His achievements and setbacks are written in a simple language palatable to everyone.

His tenure as the Calicut Collector was one of the best in Calicut history. He started several successful programs which people are even discussing today.

Operation Sulaimani
Operation Sulaimani needs special mention here. Free food coupons worth Rs.40 were distributed through various counters, including the bus stands and railway station in Calicut. The hungry people who had no money to eat food could redeem this coupon for a restaurant's free meal. Almost all the restaurants in Calicut participated in this program, and social media was used effectively for the publicity and funding of this program. Special care was taken not to receive huge donations. They believed that it is the collective responsibility of people targeted by the program instead of an organization's or millionaire's responsibility.

This book shows the extraordinary change that an IAS officer can bring to our society. This is a must-read book if you are a civil service aspirant.

What I liked
1.the thought process and execution of projects
2.productive engagement of people in governance.
3.risk taking mentality of author
4.simple english and engaging illustrations.
What I didn't like
1.the Clinton joke
2.often stating political executive makes decision based on votebanks.
If u are someone planning to work with people,this is a good read.There are many youngsters who have unrealistic dreams about civilservice,this would be a good read on the right perspective.

📌പൊതുവേ നോവലുകൾ വായിക്കാറുള്ള ഞാൻ അപൂർവമായിട്ടാണ് നോൺ ഫിക്ഷൻ പുസ്തകങ്ങൾ വായിക്കാറുള്ളത്. ഞാൻ എന്നൊക്കെ നോൺ ഫിക്ഷൻസ് വായിച്ചിട്ടുണ്ടോ അന്നൊക്കെ എന്നിൽ എന്തെങ്കിലുമൊക്കെ മാറ്റങ്ങൾ കൊണ്ടുവരാൻ അവയ്ക്ക് സാധിച്ചിട്ടുണ്ട്. എന്തുകൊണ്ടെന്നറിയില്ല ഈ പുസ്തകത്തിൻ്റെ ആദ്യപതിപ്പ് ഇറങ്ങിയതുമുതൽക്കേ, ഈ പുസ്തകത്തെക്കുറിച്ചുള്ള കുറിപ്പുകളും മറ്റും കാണുമ്പോൾ എന്തായാലും വായിക്കണമെന്ന അതിയായ ആഗ്രഹം എന്നിലുണ്ടായി.

📌കളക്ടർ ബ്രോയെക്കുറിച്ച് കേൾക്കാത്തവർ വളരെ വിരളമായിരിക്കുമെന്നല്ല, ആരും തന്നെ ഉണ്ടാവില്ലെന്ന് പറയാം. 2015-2017 കാലത്ത് കോഴിക്കോട് ജില്ലാ കളക്ടറായിരുന്ന പ്രശാന്ത് നായർ IAS ൻ്റെ അനുഭവങ്ങളും ഓർമക്കുറിപ്പുകളും ആണ് ഈ പുസ്തകം. ഒരു കോഴിക്കോടൻ സുലൈമാനി കുടിക്കുന്ന അനുഭൂതിയോടുകൂടി വായിച്ചുപോകാവുന്ന വളരെ ഹൃദ്യമായൊരു പുസ്തകമാണിത്. സർക്കാർ ഉദ്യോഗസ്ഥർക്കും സിവിൽ സർവീസിന് ശ്രമിക്കുന്നവർക്കും ഒരു പാഠപുസ്തകമെന്ന പോലെ, ഒരു റഫറൻസ് ഗ്രന്ഥമായി ഉപയോഗിക്കാവുന്ന പുസ്തകമായിരിക്കെത്തന്നെ, സാധാരണ വായനക്കാർക്കും വായനയുടെ ഒഴുക്ക് എവിടെയും നഷ്ടപ്പെടാതെ വായിക്കാൻ സാധിക്കുന്നുണ്ട് എന്നുള്ളത് ഈ പുസ്തകത്തിൻ്റെ പ്രത്യേകതയാണ്.

📌കോഴിക്കോടിൻ്റെ ഹൃദയമായി കളക്ടർ ഈ പുസ്തകത്തിലെ ഒരു അദ്ധ്യായത്തിൽ വിശേഷിപ്പിച്ചത് കുതിരവട്ടം മാനസികാരോഗ്യ കേന്ദ്രത്തെയാണ്. അതെന്തുകൊണ്ടെന്നത് ആദ്യം മനസ്സിലായില്ലെങ്കിലും തുടർന്നുള്ള വായനയിൽ മനസ്സിലായി. അവിടത്തെ ജനങ്ങൾ നേരിട്ടിരുന്ന കഷ്ടപ്പാടുകൾ വായിക്കുമ്പോൾ നമ്മുടെ ഹൃദയം അറിയാതെ പിടഞ്ഞുപോവും, ഒന്ന് കണ്ണ് നിറഞ്ഞുപോവും. അവിടെ നടത്തിയ പരിഷ്കാരങ്ങൾ, അനാഥരായ കുട്ടികൾക്കും വൃദ്ധജനങ്ങൾക്കും വിശപ്പടക്കി ജീവിക്കുന്ന പട്ടിണിപ്പാവങ്ങൾക്കും വേണ്ടി നടപ്പിൽ വരുത്തിയ പദ്ധതികൾ എല്ലാം ഈ പുസ്തകത്തിൽ വിവരിച്ചിട്ടുണ്ട്. ഇതെല്ലാം വായിച്ച് ഈ പുസ്തകം മടക്കി വെക്കുമ്പോൾ ഈ കളക്ടർ ബ്രോയോട് നമുക്കും ആരാധന തോന്നിപ്പോവുകയാണ്. പുസ്തകത്തിൻ്റെ പേരിൽ തന്നെ ഇനി ഞാൻ തള്ളട്ടെ എന്നുണ്ടെങ്കിലും ആ തള്ളലിൽ പലതും രണ്ട് വർഷങ്ങൾക്കുള്ളിൽ കോഴിക്കോട് നടപ്പിൽ വരുത്തിയവയാണെന്ന തിരിച്ചറിവ് നമ്മെ പുളകം കൊള്ളിക്കുകയാണ്. കമ്പാഷനേറ്റ് കോഴിക്കോട് എന്ന പദ്ധതി പടർന്ന് പന്തലിച്ച് കമ്പാഷനേറ്റ് ഇന്ത്യ ആയി മാറിയെങ്കിലെന്ന് ആശിച്ചുപോവുകയാണ്.

പ്രശാന്ത് നായർ IAS എന്ന 'കളക്ടർ ബ്രോ 'യെ അറിയാത്തവർ ചുരുക്കമായിരിക്കും . ഒരു ഐഎസ് കാരനെ ജനങ്ങൾ 'കളക്ടർ ബ്രോ ' എന്ന് വിളിക്കണമെങ്കിൽ അതു വെറുതെയാവില്ലലോ .
അതിനു കാരണം അറിയാൻ ഇത് വായിച്ചാൽ മതിയാവും .
കളക്ടർ ബ്രോ യെ ഒരുപാട് നാളായി ഫോളോ ചെയ്യുന്ന ആളായത് കൊണ്ട് അത്രെയും ഇഷ്ടത്തോടെ വാങ്ങിച്ച പുസ്തകമാണ് .DCIP il intern ആയി 3മാസം കോഴിക്കോട് ഉണ്ടായിരുന്നതുകൊണ്ടുതന്നെ പുസ്തകത്തിൽ പറയുന്ന ചില ആളുകളെപ്പറ്റിയും പ്രോഗ്രാമുകളെ പറ്റിയുമെല്ലാം അറിയാവുന്നതിനാലും ഒരു പ്രത്യേക രസമുണ്ടായിരുന്നു ബ്രോ യുടെ തള്ളലുകൾ വായിക്കാൻ .

അധികാര ശ്രേണിയുടെ മുകളിൽ ഇരിക്കുന്നവർക്ക് ചെയ്യാനാകുന്ന ഒരു പാടു കാര്യങ്ങളുണ്ട്. പക്ഷെ പലപ്പോഴും മുന്നേ പോയവർ വെട്ടിയ വഴികളിലൂടെ സഞ്ചരിക്കാനാവും ഭൂരിപക്ഷം പേരും ശ്രമിക്കുക.  ആത്മാർഥമായി ചെയ്യണം എന്നാഗ്രഹിക്കുന്നവർ പോലും പലപ്പോഴും ഔദ്യോതികതയുടെ നൂലാമാലകളിൽ പെട്ടു നട്ടം തിരിയുകയോ ചെയ്യുന്നതിൽ അനാവശ്യ ലാഗിങ് നേരിടുകയോ ആണ് പതിവ്. എന്നാൽ കൃത്യമായ പ്ലാനിങ്ങും എക്സിക്യൂഷനും വഴി ഒരു കളക്ടർ തന്റെ രണ്ടു വർഷക്കാലത്തെ ഔദ്യോഗിക ജീവിതത്തിൽ ചെയ്ത നന്മനിറഞ്ഞ കാര്യങ്ങൾ ഒരു തള്ളലായി പറയുന്നതാണ് "കളക്ടർ ബ്രോ- ഇനി ഞാൻ തള്ളട്ടെ" എന്ന ഓർമ്മക്കുറിപ്പുകൾ. തള്ളൽ എന്നു പറഞ്ഞാൽ യഥാർത്ഥത്തിൽ അത് വായനക്കാരുടെ ഹൃദയത്തിലേക്കുള്ള തള്ളാണ്.

ഏതൊരു പ്രോജെക്ടിനും അത്യാവശ്യം വേണ്ടത് പണമാണല്ലോ. ഗവണ്മെന്റ് പദ്ധതികൾ ആകുമ്പോൾ ഫണ്ട് പാസ്സായി കിട്ടുന്നതിൽ ഒരു പാട് പരിമിതികളും ഉണ്ടാകും. ഇതിനെ തരണം ചെയ്യാൻ പൊതുജനങ്ങളെ ഭാഗവാക്കാക്കികൊണ്ടു വ്യത്യസ്തങ്ങളായ പദ്ധതികൾ. "കംപാഷനേറ്റ്‌ കോഴിക്കോട്" എന്ന തന്റെ ആശയം ഓപ്പറേഷൻ സുലൈമാനി, സവാരി ഗിരി ഗിരി, മണിച്ചിത്രത്തൂണ്, ഹോസ്പിറ്റലിൽ കൂട്ടിരിക്കൽ, പട്ടിണി രഹിത കോഴിക്കോട് തുടങ്ങി ആർക്കും പ്രചോദനമേകുന്നതും അനുകരിക്കാനാകുന്നതുമായ പദ്ധതികളിലൂടെ നടപ്പാക്കിയ അനുഭവ കഥകൾ ആണ് പുസ്തകത്തിൽ പറയുന്നത്. 

വായിക്കുമ്പോൾ മനസ്സിന് സംതൃപ്തി നൽകുന്ന, പോസറ്റീവ് ആയി ചിന്തിക്കാൻ പ്രേരിപ്പിക്കുന്ന ഒരു പുസ്തകം വായിക്കണം എന്നാഗ്രഹിക്കുന്നവർക്കു ഈ പുസ്തകം ശക്തമായി ശുപാർശ ചെയ്യുന്നു.

അതുവരെ ആരും അറിയാതിരുന്ന ഒരു ജില്ലാ കളക്ടറിനെ, ഒരു സാധാരണ സർക്കാർ ഉദ്യോഗസ്ഥനെ കളക്ടർ ബ്രോ എന്ന് നാട്ടുകാർ സ്നേഹത്തോടെ വിളിക്കാൻ ഇടയായ ചരിത്രമാണ് ഇതിൽ പറയുന്നത്. കോഴിക്കോട് നഗരത്തെ നവീകരിച്ച കളക്ടറേയും അതിന് അദ്ദേഹത്തെ സഹായിച്ച കുറേ നല്ല മനസ്സുകളെയും ഈ പുസ്തകത്തിൽ കാണാം. ഓപ്പറേഷൻ സുലൈമാനിയും കംപാഷനേറ്റ് കോഴിക്കോടും വഴി വന്ന മാറ്റങ്ങൾ എല്ലാവർക്കും സുപരിചിതമാണ്. സോഷ്യൽ മീഡിയ വഴി സാധാരണക്കാരുടെ ഇടയിലേക്ക് ഇറങ്ങിച്ചെല്ലുന്ന പതിവിന് തുടക്കം കുറച്ചത് ഇദ്ദേഹമാണ്. നർമ്മം കലർന്ന അദ്ദേഹത്തിൻ്റെ പോസ്റ്റുകളാണ് യുവതലമുറയെ കൂടുതൽ അദ്ദേഹത്തോട് അടുപ്പിച്ചത്. "കുളം കോരിയാൽ ബിരിയാണി വാങ്ങി തരാം" എന്ന തലക്കെട്ടോടെ കൂടി വന്ന കുളം വൃത്തിയാക്കൽ പരിപാടി അതിനൊരുദാഹരണമാണ്. അതുപോലെ തന്നെയാണ് മൂത്രപ്പുര ഉണ്ടായിട്ടും ബസ് സ്റ്റാൻഡിലെ ഒരു പ്രത്യേക ഭാഗത്ത് വിസർജിക്കാൻ ചില ആളുകൾ പ്രത്യേക താല്പര്യം പ്രകടിപ്പിച്ചതിനെ തടയാൻ അദ്ദേഹം നടപ്പാക്കിയ പരിപാടിയും. അദ്ദേഹം മുൻകയ്യെടുത്ത് നടപ്പാക്കിയ ഒരുപാട് കാര്യങ്ങൾ വളരെ കുറഞ്ഞ വാക്കുകളിലാണ് അവതരിപ്പിച്ചിട്ടുള്ളതെങ്കിലും അവയെല്ലാം മനസ്സിൽ തങ്ങിനിൽക്കുന്നു. ചിൽഡ്രൻസ് ഹോമിനോടൊപ്പം വൃദ്ധസദനത്തിലെ ആളുകളേയും അദ്ദേഹം പരിഗണിച്ചു. ആരോഗ്യ ഇൻഷുറൻസ് പദ്ധതികളും ഇന്റൻഷിപ്പ് പ്രോഗ്രാമുകളും ബീച്ച് വൃത്തിയാക്കൽ പദ്ധതികളും എടുത്ത് പറയേണ്ട ഒന്ന് തന്നെയാണ്.

Loved it. Good if not a brilliant work. Collector bro എന്നറിയപ്പെടുന്ന author താൻ കോഴിക്കോട് collector ആയി ജോലി ചെയ്ത കാലഘട്ടത്തിൽ നടപ്പിലാക്കിയ പല പരിപാടികളുടെയും route map ആണ് ഈ പുസ്തകം. അഭിമുഖീകരിച്ച challenges, ഉരുത്തിരിഞ്ഞ ideas, ചില വിജയ കഥകൾ, അല്പം ചില ചീറ്റി പോയ കഥകൾ എല്ലാമുണ്ട്. നമ്മൾ കേട്ട പല പരിപാടികൾ (eg operation സുലൈമാനി) ആയത് കൊണ്ട് തന്നെ അങ്ങേയറ്റം രസകരമായിരുന്നു വായന അല്ലെങ്കിൽ listening( Courtesy Storytel) .വർഷങ്ങൾ ആയി സർക്കാർ സർവീസിൽ ജോലി ചെയ്യുന്ന ഒരാൾ എന്ന നിലയിലും ഒരു പുതിയ ആശയം നടപ്പാക്കാൻ ഉള്ള നൂലാമാലകൾ നന്നായ് മനസ്സിലാക്കിയ ആൾ എന്ന നിലയിലും ഇതിലെ തികച്ചും പുതു പുത്തനും മനുഷ്യർക്ക് ഉപകരിക്കുന്ന പല പരിപാടികളും നടപ്പിലാക്കി എന്നത് ഒരു വൻപിച്ച വിജയമായി തന്നെ കരുതാം. എന്നും വിമർശിക്കാനും തളർത്താനും ചുറ്റും ആൾക്കാർ കാണും. പക്ഷേ അതിനെ ഒക്കെ നിസ്സാരവൽകരിച്ച് വളരെ positive ആയ കളക്ടർ ബ്രോ ൻ്റെ സമീപനം ഇഷ്ടായി. Pothujanapangaalitham തീർച്ചയായും ഈ പരിപാടികളുടെ വിജയത്തിന് ചെറുതല്ലാത്ത ഘടകം ആണ്. ഇഷ്ടപെട്ട മറ്റ് രണ്ട് ആശയങ്ങൾ കാശ് കൈ കൊണ്ട് തൊടാതെ ഉള്ള ചേരും പടി ചേർക്കുക എന്ന ഐഡിയയും publicity തീരെ വേണ്ട എന്ന തീരുമാനവും ആണ്. Collector എന്ന പോസ്റ്റിൻ്റെ പരിവേഷം പൊതുജനങ്ങളെ പ്രത്യേകിച്ച് new Gen ne ആകർഷിക്കാൻ ഒരു ഘടകം തന്നെ ആണെന്ന് തോന്നുന്നു.
ഇഷ്ടപ്പെടാത്ത രണ്ട് കാര്യങ്ങള് ഒന്ന് അവസരത്തിലും അനവസരത്തിൽ ഉം ഉള്ള സിനിമ ഡയലോഗുകളും പള്ളി പ്രസംഗം പോലെ കത്തി കേറി പോയ അവസാനത്തെ chapter ഉം ആണ്. All in all a very interesting book.

അലോഷിയെ പോലെയുള്ള ലോകം കണ്ട , സഞ്ചരിച്ച , സഹിഷ്ണതയുള്ള മനുഷ്യർ ഒരുനാൾ ഈ നാടിനെ മാറ്റിമറിക്കും.

2015. ഞാൻ സ്കൂളിൽ പഠിക്കുന്ന കാലം, ഞങ്ങൾ സ്ഥിരതാമസം മലപ്പുറത്തായിരുന്നു. അന്നെനിക്ക് കോഴിക്കോട് ബന്ധുവീട് പോലെയാണ്. ഇടയ്ക്ക് കറങ്ങാനും ഷോപ്പിങ്ങിനും ഒക്കെ പോകും. ബീച്ചും മിഠായിതെരുവും ബേപ്പൂരും മാനഞ്ചിറ സ്ക്വയറുമെല്ലാം സ്വന്തം നാടുപോലെതന്നെ. അന്നത്തെ കളക്ടറും സുപരിചിതൻ. അദ്ദേഹത്തിന്റെ മികവുറ്റ പദ്ധതികളിൽ പലതും ഞാനും ശ്രദ്ധിച്ചിരുന്നു.

Compassionate കോഴിക്കോടിനെ കുറിച്ചാണ് ഈ പുസ്തകം. അതെന്താണെന്ന് പലർക്കും അറിയാമായിരിക്കും അറിയാത്തവർ ഈ പുസ്തകം വായിച്ചു തന്നെ അറിയൂ. എത്ര തവണയാണ് കണ്ണുകൾ നിറഞ്ഞു ഒഴുകിയത്! എത്ര പ്രാവശ്യമാണ് മനസ്സു നിറഞ്ഞു ചിരിച്ചത്! സഹാനുഭൂതി ഒരു മനുഷ്യനിൽ ഉണ്ടാക്കുന്ന മാറ്റങ്ങൾ എന്തൊക്കെയാണെന്ന് പുസ്തകം പഠിപ്പിച്ചു. കഴിഞ്ഞുപോയ കോഴിക്കോടൻ ഓർമകളിലേക്ക് ഉള്ള ഒരു തിരിഞ്ഞുനോട്ടം കൂടിയായിരുന്നു ഇൗ വായന.

സഹാനുഭൂതി / compassion എന്ന വാക്കിന്റെ അർത്ഥവും വ്യാപ്തിയും പഠിപ്പിച്ചു തരുന്നുണ്ട് ഇൗ പുസ്തകത്തിലൂടെ പ്രശാന്ത്സർ. വായനക്കാരിൽ വിവേകവും വിജ്ഞാനവും തന്റെ തള്ളലിലൂടെ നിറയ്ക്കാൻ കഴിഞ്ഞിട്ടുണ്ട് സാറിന്. Compassionate ഇന്ത്യ എന്ന സാറിന്‍റെ സ്വപ്നം ഇപ്പൊൾ എന്റെയും സ്വപ്നമാണ്.

അവസാനമായി എന്താണ് ജനാധിപത്യം? പണ്ട് സാമൂഹ്യശാസ്ത്ര ക്ലാസിൽ പഠിച്ച ഡെഫിനിഷനാണ്‌ ഓർമ വരുന്നത്, ജനങ്ങൾക്ക് വേണ്ടി ജനങ്ങളാൽ തെരഞ്ഞെടുക്കപ്പെട്ട ജനപ്രതിനിധികൾ ഭരിക്കുന്ന ഒരു വ്യവസ്ഥ. ഇൗ ജനങ്ങൾ എന്ന ഗണം, ടാറ്റയും ബിർളയും റിലയൻസും, മാത്രമല്ല, സാധാരണക്കാർകൂടിയാണ്. നമ്മുടെ ഭരണാധികാരികളിൽ പലരും ഇതൊക്കെ മറന്നമട്ടാണ്! അതുകൊണ്ടാണല്ലോ തിരഞ്ഞെടുപ്പ് അടുക്കുമ്പോൾ മാത്രം വോട്ടും തെണ്ടി നടക്കുന്നത്! അവരൊക്കെ മനസ്സിലാക്കേണ്ട, എല്ലാവരും എപ്പോഴും പറയുന്ന ഒരു കാര്യമുണ്ട്, പൊതുജനം കഴുതയല്ല! ഒരു നാടിന്റെ വളർച്ചയ്ക്ക് സാധാരണക്കാരായ ജനങ്ങൾ കൂടിയേ തീരൂ!

ഒരാൾക്ക് ഒറ്റയ്ക്ക് ചിലപ്പോൾ ഇവിടെ ഒന്നും ചെയ്യാൻ സാധിക്കില്ലായിരിക്കും. പക്ഷേ സഹാനുഭൂതിയും ആർദ്രതയുമുള്ള ഒരു കൂട്ടം ജനതയ്‌ക്ക്, ഒരു ദേശത്തെ, ഒരു ജില്ലയെ, ഒരു സംസ്ഥാനത്തെ, ഒരു രാഷ്ട്രത്തെ മാറ്റിമറിക്കാൻ കഴിയും, ജനങ്ങൾക്കിടയിലേക്ക്‌ ഇറങ്ങി ചെന്നു പ്രവർത്തിക്കുന്ന ഒരു ഭരണാധികാരി ഉണ്ടായാൽ മതി. അതിനൊരു ഉദാഹരണം പറയാൻ പറഞ്ഞാൽ കോഴിക്കോട്ടേക്ക് നിസംശയം വിരൽ ചൂണ്ടാം. IAS ഓഫീസർ പ്രശാന്ത് നായറിലേക്കും.

ഇൗ എഴുത്തുകാരൻ കളക്ടറെ പണ്ടു മുതലേ ഇഷ്ടമാണ്, ബഹുമാനമാണ്. എല്ലാ ഭരണാധികരിക്കൾക്കും, എല്ലാ മനുഷ്യർക്കും ഒരു മാതൃക തന്നെയാണ് പ്രശാന്ത് നായർ. നന്ദി, ഇൗ പുസ്തകം എഴുതിയതിന്. പുസ്തകത്തിൽ ഉടനീളമുള്ള ചിത്രങ്ങളും ട്രോളുകളും വായന കൂടുതൽ ആസ്വാദ്യകരമാക്കിയെന്നും പറയാതെ വയ്യ.

Compassion is a word that is tough to visualise when it is applied to a city. IAS officer Prashanth Nair's Collector Bro talks of the story behind Comapssionate Kozhikode - the public welfare initiatives that turned around a district on basic premise of compassion.

Narrated with wit, humour and lot of pop references to malayalam films - this book was a fun listen (since I can't read malayalam). For someone in the field of implementation - this book is a lesson in idea to execution. There were several parts of the book that made me introspect on the importance of doing without publicity. The author tries to hide himself in these by underplaying his role which was a nice gesture.

The Kozhikode mental health centre forms an important core of the book. There is a logical flow of thought process from reaching out to public to crowdfund the restoration to launching the compassionate kozhikode program. Operation Sulaimani is one more of the ventures that appealed to me and surprised by the uptake of the initiative in Kerala.

Few years in business across industries - and Kerala is seen as a tough market (and people) to crack. The book's take is a refreshing look at the way to approach execution. I did miss many of the movie references since I have very limited exposure to mollybood.

This book I truly loved. Inspirational.

സാമൂഹിക ശാസ്ത്രത്തിൽ താല്പര്യമുള്ളവരും, എന്നെങ്കിലും ഒരു ജില്ലാ കളക്ടർ ആവണം എന്ന് സ്വപ്നം കാണുന്നവരും ഉറപ്പായും വായിച്ചിരിക്കേണ്ട ഒരു പുസ്തകം. കളക്ടർക്ക് ഉദ്ദേശശുദ്ധി ഉണ്ടായിട്ടെന്താ കാര്യം, രാഷ്ട്രീയക്കാരെയും ബിസിനെസ്സ്കാരെയും കവച്ചുവെച്ചു നാടിന് പ്രയോജനമുള്ള ഒരു കാര്യവും നടത്തിക്കത്തില്ല എന്ന പരക്കെയുള്ള ധാരണയെ വെല്ലുവിളിക്കുന്നുണ്ട് കളക്ടർ ബ്രോ ഇതിൽ. കോഴിക്കോട് കളക്ടറായി രണ്ട് വർഷം ഇരുന്ന സമയത്ത് നടത്തിയ കുറെ സാമൂഹികശാസ്ത്ര പരീക്ഷണങ്ങളാണ് പ്രശാന്ത് നായർ വിവരിക്കുന്നത്. ഓരോ പദ്ധതിയുടെ പുറകിലും എത്രത്തോളം ചിന്ത പോകുന്നുണ്ട്, ഓരോന്നും എത്രമാത്രം മൂല്യാധിഷ്ഠിതമാണ്, എന്നതൊക്കെ എന്നെ അമ്പരപ്പിച്ചു. സെൻസും സെൻസിബിലിറ്റിയും സെൻസിറ്റിവിറ്റിയും ഉള്ള ഒരു കൂട്ടം ആളുകൾ, അവരെ നയിക്കാൻ ഗട്ട്സുള്ള ഒരു കളക്ടറും ഉണ്ടെങ്കിലുള്ള സാധ്യതകൾ കാണിച്ചു തരുന്നുണ്ട് ഇതിൽ. Prasanth Nair, a pioneer in IAS who made a "bro" out of the otherwise distant "Collector saab/sir/ayya", debuts with this memoir detailing his experiences as District Collector, Kozhikode. 2015 was a year when avenues of social media like Facebook were waiting to be tapped as a tool in effective administration and Prasanth arrived at the right time converting Facebook posts into amphitheaters for displays of public compassion.

The book is at its best when it talks about the people of Kozhikode . His smartness shines through whenever he couches stories about his own ingenuity in a self deprecatory tone. The illustrations are so good that they steal the thunder from the writing at times. Young readers dreaming of a career in IAS/IPS will definitely enjoy this short and breezy read . The pageant of the Kerala cadre of IAS is a rich one with many inspiring (and interesting) characters and this book throws light on one of it's most colorful.

ഈ വർഷം വായിച്ച ആദ്യത്തെ പുസ്തകം. പ്രിയപ്പെട്ട ഒരാൾ വാങ്ങിത്തന്നു കൊണ്ട് തന്നെ ആദ്യം തന്നെ പുസ്തകവും പ്രിയപ്പെട്ടതായി. പക്ഷേ പുസ്തകത്തെക്കുറിച്ച് നേരത്തെ തന്നെ കുറെയേറെ പുകഴ്ത്തലുകൾ കേട്ടിട്ടുണ്ടായിരുന്നത് കൊണ്ട് തന്നെ അല്പം വിമർശനാത്മകമായി പുസ്തകത്തെ സമീപിക്കാം എന്നാണ് കരുതിയത്. വായിക്കുമ്പോൾ തന്നെ ഭാഷയിൽ വന്ന മിസ്റ്റേക്കുകൾ, ലേഔട്ടിൽ വന്ന പാകപ്പിഴകൾ, അക്ഷരത്തെറ്റുകൾ, ചില വിഷയങ്ങളോട് സമീപിച്ച രീതികൾ, വിമർശന സ്വഭാവമുള്ള ഭാഗങ്ങൾ ഒക്കെ നോട്ട് ചെയ്യുന്നുണ്ടായിരുന്നു.

പക്ഷേ....ഒരു വലിയ പക്ഷേ... എനിക്കാണ് തെറ്റിയത്.

Intention അഥവാ ഉദ്ദേശശുദ്ധി എന്നത് ഒരു വലിയ കാര്യമാണ്. നാം ഓരോരുത്തരും അവരവരുടെ കംഫർട്ട് സോണിൽ ഇരുന്നു കൊണ്ട് ഒരു ദിവസവും കഴിച്ചു കൂട്ടുമ്പോൾ, തനിക്ക് കിട്ടിയ അവസരങ്ങളെ തന്റെയുള്ളിലെ ടാലന്റും അറിവും സർഗാത്മകതയും നേതൃത്വപാടവവും ഒക്കെ കൂട്ടിച്ചേത്ത് വലിയ ചരിത്രങ്ങൾ ആക്കി മാറ്റാൻ പ്രയത്നിച്ച പ്രശാന്ത് സർ ഒരു ജീനിയസ് തന്നെയാണ്. തൻ്റെ പർവ്വതസമാനമായ നേട്ടങ്ങളുടെ പട്ടികയിലെ ചുരുങ്ങിയ എണ്ണം നേട്ടങ്ങളെ പരിചയപ്പെടുത്തുമ്പോൾ തൻ്റെ കൂടെക്കൂടിയവരെ ഒരു തരിമ്പും മറക്കാതെ അതുപോലെ പാരവച്ചവരെയും ഇടയ്ക്കിടെ ഓർത്തുകൊണ്ട് തൻ്റെ പ്രയത്നങ്ങളെ അദ്ദേഹം ഭാവിയിലേക്കുള്ള ഒരു റഫറൻസ് ആയി എഴുതിയിരിക്കുന്നു. അങ്ങ് കോഴിക്കോട് ജില്ലയിൽ ഇങ്ങനെയൊരു പ്രശാന്ത് ഐ എ എസ്സ് പുതിയ ചരിത്രം രചിക്കുന്നത് സന്തോഷത്തോടെയും അതിലേറെ അസൂയയോടെയും നോക്കിക്കണ്ട കാര്യം ഈ പുസ്തകം വായിച്ചപ്പോ വീണ്ടും ഓർത്തു. അദ്ദേഹം നമ്മുടെ ജില്ലയിലായിരുന്നെങ്കിൽ എന്ന് ആത്മാർത്ഥമായി ആഗ്രഹിച്ചവരുടെ കൂട്ടത്തിൽ ഞാനും ഉണ്ടായിരുന്നു.


ഒരുപാട് കാര്യങ്ങൾ പഠിക്കാനുള്ള പുസ്തകം. അതിലുപരി മനുഷ്യൻ എന്ന രീതിയിൽ നമ്മുടെ ബുദ്ധിയും വിവേകവും വേണ്ടവണ്ണം channelize ചെയ്യാൻ സാധിച്ചാൽ അത്ഭുതങ്ങൾ സൃഷ്ടിക്കാമെന്നതിന്റെ നേർക്കാഴ്ച. നല്ല ഭാഷ. ഒട്ടും ബോറടിപ്പിക്കാത്ത 'തള്ളൽ'. ഇങ്ങനെ തള്ളാൻ പ്രശാന്ത് സർ ന് എല്ലാ അർഹതയും ഉണ്ട്.

ലേഔട്ട് ലെ ചില പ്രശ്നങ്ങൾ റീഡബിലിറ്റിയെ ചുരുങ്ങിയ നിലയിൽ ബാധിച്ചിട്ടുണ്ട്. വലിയ ചിത്രങ്ങൾ വാക്കുകളെ ചിതറിച്ചിരിക്കുന്നു. ഇടയ്ക്കിടെ കൊടുത്തിരുന്ന സ്റ്റിക്കറുകൾ വായനയെ കൂടുതൽ interesting & relatable ആക്കി. പക്ഷെ അവയ്‌ക്കൊക്കെ അൽപ്പം കൂടി വലിപ്പമോ, അല്ലെങ്കിൽ അവ കളറോ ആയിരുന്നെങ്കിൽ എന്ന് ചിന്തിച്ചു. അക്ഷരത്തെറ്റുകൾ അടുത്ത പതിപ്പിൽ ഒഴിവാക്കുമെന്ന് വിചാരിക്കുന്നു. (ഞാൻ വായിച്ചത് ആറാമത്തെ പതിപ്പാണ്)

ഭരണ നിർവഹണ സംവിധാനത്തിലുള്ള പാകപ്പിഴകൾ എല്ലായിടത്തുമുണ്ട്. ഡിജിറ്റിലൈസേഷന്റെ ഈ കാലഘട്ടത്തിലും പേരിനു മാത്രം സാങ്കേതി�� വിദ്യകൾ പ്രയോജനപ്പെടുത്തുന്ന കാഴ്ചയാണ് കാണാനാകുന്നത്. ഒരേ സമയം ഓൺലൈൻ ആയി ഒരു ഫയൽ അയച്ചുകൊടുക്കുകയും അതേ ഫയൽ തന്നെ physical copy കൂടി തയ്യാറാക്കി മാന്വൽ ആയി തപാൽ വഴി അയക്കുന്ന സമ്പ്രതായവുമായാണ് നമ്മൾ ഇപ്പോഴും സഞ്ചരിക്കുന്നത്. ഈ പുസ്തകത്തിന്റെ പലഭാഗങ്ങളിലും innovative ആശയങ്ങൾക്ക് നേരെ പിന്തിരിഞ്ഞു നിൽക്കുന്ന ജനപ്രതിനിധികളെയും ഓഫീസർമാരെയും പ്രശാന്ത് സർ ന് നേരിടേണ്ടി വന്നിട്ടുണ്ട്. കൂടാതെ പല പദ്ധതികളും പരാജയപ്പെടും പോയിട്ടുണ്ട്. എന്നാൽ പരാജയങ്ങളും ഉൾക്കൊണ്ടു കൊണ്ട് മുന്നോട്ട് പോയാലേ പുതിയ വിജയങ്ങൾ സാധ്യമാകൂ എന്ന് വീണ്ടും വീണ്ടും ഈ പുസ്തകം ഓർമിപ്പിക്കുന്നു.

When British created collector designation during their reign , collector's was supposed to collect revenue . Later they become all rounder in administration.
This book deals with Prashanth Nairs tenure as Calicut district collector during 2015-2017. He explains regarding changes he was able to bring in Calicut and how social media had helped in achieving his goals .
Prashant also known as collector bro with his humour sense and Malayalam film dialogue quotes makes this book interesting.

Mental sanatorium Kuthiravattam which was build during British era was in a pathetic stage while he took charge ,with help of civilians they made a great change . Another project on free food for needy which was named operation suleimani ( suleimani is synonym for black tea in Malabar region) was a great success.
These all where done with public fund and help.
There where some projects which also didn't work well like app for rickshaw drivers ,smart card for students concession in private bus etc.
I would recommend this book for all civil service aspirants.

ഈ പുസ്തകം 2015-2017 കാലയളവിൽ കാലിക്കട്ട് ജില്ലാ കളക്ടറായിരുന്ന പ്രശാന്ത് നായർമാരുടെ കാലാവധിയെക്കുറിച്ച് പ്രതിപാദിക്കുന്നു. കാലിക്കറ്റിൽ വരുത്താൻ കഴിഞ്ഞ മാറ്റങ്ങളെക്കുറിച്ചും തന്റെ ലക്ഷ്യങ്ങൾ നേടിയെടുക്കാൻ സോഷ്യൽ മീഡിയ സഹായിച്ചതിനെക്കുറിച്ചും അദ്ദേഹം വിശദീകരിക്കുന്നു( ഇതു തള്ളൽ അല്ല).
നർമ്മവും മലയാള ചലച്ചിത്ര ഡയലോഗ് ഉദ്ധരണികളും ആയി പുസ്തകം രസകരം ആക്കുന്നു കളക്ടർ ബ്രോ എന്ന് അറിയപ്പെടുന്ന പ്രശാന്ത് .
ബ്രിട്ടീഷ് കാലഘട്ടത്തിൽ നിർമ്മിച്ച മാനസിക ആരോഗ്യകേന്ദ്രം കുത്തിരവട്ടം അദ്ദേഹം ചുമതലയേൽക്കുമ്പോൾ ദയനീയമായ ഒരു ഘട്ടത്തിലായിരുന്നു, സാധാരണക്കാരുടെ സഹായത്തോടെ അവർ വലിയ മാറ്റം വരുത്തി. വിശകുന്നവനുള്ള ഭക്ഷണ പദ്ധതിയായ ഓപ്പറേഷൻ സുലൈമാനി ചെയ്തത് പൊതു പങ്കാളിത്തം ഉപയോഗിച്ച് അണ്( എന്ത് പറഞ്ഞാലും ഇവർ എല്ലാം പുലിയാണ് കേട്ട...പുലി എന്ന് പറഞ്ഞാല് സിംഹം).
റിക്ഷാ ഡ്രൈവർമാർക്കുള്ള ആപ്ലിക്കേഷൻ, സ്വകാര്യ ബസ്സിൽ വിദ്യാർത്ഥികൾക്ക് ഇളവ് നൽകുന്ന സ്മാർട്ട് കാർഡ് തുടങ്ങിയ ചില പ്രോജക്റ്റുകൾ ഒരു പരാജയം ആയിരുന്നെങ്കിലും അതിനോട് സുലാൻ പറഞ്ഞു(ഒരു കൈ അബദ്ധം നാറ്റികരുത് plz).
ഈ പുസ്തകം ഭാവിയിൽ തേവല്ലിപറമ്പിൽ ജോസഫ് അലക്സ് ആകുവാൻ ആഗ്രഹിക്കുന്ന ഏവർക്കും ഒരു പ്രചോദനം അണ്.

സാധാരണ സിവിൽസർവീസ് സിംഹങ്ങളുടെ ഉറക്കം വരുത്തുന്ന ബോറിങ് സർവീസ് സ്റ്റോറികളിൽ നിന്നും വ്യത്യസ്തമായി സ്വയം തള്ളെന്നു വിളിക്കുന്ന എന്നാൽ രസകരമായി അവസാനം വരെ വായനക്കാരനെ പിടിച്ചിരുത്തുന്ന ഒരു ആഖ്യാന ശൈലിയാണ് ഈ പുസ്തകത്തിനുള്ളത്. കോഴിക്കോട് ജോലി ചെയ്തിരുന്ന കാലത്ത് അവിടെ നടത്തിയ പല ജനക്ഷേമ പദ്ധതികളുടെ പിന്നാമ്പുറ കഥകളാണ് ഈ പുസ്തകത്തിൽ പ്രതിപാദിക്കുന്നത്. സവാരി ഗിരിഗിരി, സുലൈമാനി, കുളം കോരിയാൽ ബിരിയാണി തുടങ്ങിയവയെ ഒക്കെ പറ്റി പലപ്പോഴും സോഷ്യൽ മീഡിയ പോസ്റ്റുകളായി നമ്മൾ വായിച്ചിട്ടുണ്ട്. ഇങ്ങനെ ഓരോ ആശയങ്ങൾ എങ്ങനെ ഉരുതിരിഞ്ഞെന്നും അവ എങ്ങനെ നടപ്പിലാക്കിയെന്നും സ്വയം പൊക്കൽ മോഡിൽ പോകാതെ തന്നെ മനോഹരമായി ഈ പുസ്തകത്തിൽ അവതരിപ്പിച്ചിരിക്കുന്നു.

പലപ്പോഴും നമ്മൾ കാണുന്നതാണ് ഒരു വ്യക്തിക്ക് സഹായം കൊടുക്കുമ്പോൾ സോഷ്യൽമീഡിയയിലും പത്രങ്ങളിലും എല്ലാം കൊട്ടിഘോഷിക്കാൻ ആയി ഒത്തിരി പേർ കൂടെ നിന്ന് കൂടെ നിന്ന് ഫോട്ടോകൾ എടുക്കുകയും ഉപയോഗിക്കുകയും ചെയ്യുന്നു പലപ്പോഴും മറന്നു പോകുന്നത് സ്വീകർത്താവിന്റെ മാന്യത തന്നെയാണ്. ഗതികേട് കൊണ്ട് മാത്രമാണ് പലപ്പോഴും ഈ പബ്ലിസിറ്റി സ്റ്റൻഡിന് അവരൊക്കെ നിന്ന് തരുന്നത് . സ്വീകർത്താവിന്റെ മാന്യത കാത്തുസൂക്ഷിച്ചു കൊണ്ട് തന്നെ എങ്ങനെ അർഹരായവർക്ക് സഹായം എത്തിക്കണമെന്നതിന് ഉദാഹരണം തന്നെയാണ് ഇതിൽ പറയുന്ന പദ്ധതികൾ പലതും . കുതിരവട്ടം ആശുപത്രിയുടെ കാര്യം വായിക്കുമ്പോൾ മനസ്സിൽ എവിടെയോ ഒരു നീറ്റൽ അനുഭവപ്പെട്ടു .അതിനു ഒരു കാരണം സ്വന്തം ചികിത്സയുടെ ആവശ്യത്തിനു കേരളത്തിലെ ഒരു മാനസിക രോഗ ആശുപത്രിയിൽ പോയ ഒരു സുഹൃത്ത് അവിടത്തെ അടിസ്ഥാനസൗകര്യങ്ങളുടെ കുറവിനെയും ദുരിതകാഴ്ചകളെയും പറ്റി പറഞ്ഞ ഫേസ്ബുക്ക് പോസ്റ്റ് വായിച്ചത് മനസിൽ പെട്ടെന്ന് ഓർമ വന്നത് ആണ്.

ആദ്യമായി ഒരു IAS നാമം ഹൃദിസ്ഥമാക്കുന്നതു,തള്ളൽ പ്രസ്ഥാനത്തിന്റെ ഉപജ്ഞാതാവായ മലയാളികൂടിയായ മുൻ കേന്ദ്രമന്ത്രി പുങ്കവന്റേതാണ്.പിന്നെ അടുത്തറിഞ്ഞ ഒരു IAS ഉദ്യോഗസ്ഥൻ എട്ടാം ക്ലാസ്സിലെ മലയാളം പാഠപുസ്തകത്തിൽ (വേരുകൾ മലയാറ്റൂർ) പരിചയപ്പെട്ട Rakhu വാണു. പിന്നെത്തെ ഒരാൾ തേവള്ളിപ്പറമ്പിൽ ജോസഫ് അലക്സ്... ഷാജികൈലാസ് , രഞ്ജിപണിക്കർ ,മഞ്ഞളാകുഴി അലി എന്നിവരുടെ സൃഷ്ടിയിൽ മമ്മൂട്ടി അഭിനയിച്ചനശ്വരമാക്കിയകഥാപാത്രം. 1995-ൽ പുറത്തിറങ്ങിയ ഈ ചിത്രവും ഇതിലെ കഥാപാത്രവും ഇപ്പോഴും ജനഹൃദയങ്ങളിൽ പതിഞ്ഞു നിൽക്കുന്നതുകൊണ്ടാവണം ഈ പുസ്തകത്തിന് ഒരു intro എഴുതിയിരിക്കുന്ന മുരളി തുമ്മാരുകുടി പോലും ആ കഥാപാത്രത്തെ കുറിച്ച് രേഖപ്പെടുത്തിയിരിക്കുന്നത്.
കാലങ്ങൾക്കിപ്പുറം പിന്നെയുമൊരു ..... ഉദ്യോഗസ്ഥൻ ഹൃത്തിനുള്ളിൽ സ്ഥാനം പിടിച്ചത്, ഈ പുസ്തകത്തിന്റെ രചയിതാവ് ശ്രീ: പ്രശാന്ത് നായർ IAS, പ്രിയപ്പെട്ട കളക്ടർ ബ്രോ ആണ്.പത്രങ്ങളിലൂടെയും നവ മാധ്യമങ്ങളിലൂടെയും അദ്ദേഹത്തെയും അദ്ദേഹത്തിന്റെ പ്രവർത്തനങ്ങളെയും മനസ്സിലാക്കുവാൻ സാധിച്ചത് തന്നെയാണ് അതിനു കാരണവും.

Probably the first district collector in Kerala who was lovingly called “Bro or “Collector Bro”. I do not know of any other government officers nick named lovingly by the people as such (please correct me if I am wrong).

Prashant Nair or Collector Bro was the collector of Kozhikode District from 2015-2017. During this period many projects for the people of Kozhikode were started and implemented successfully under his leadership and guidance.

This book is a collection of some of the projects initiated by Prashant during his term as the district collector. Some of them were hits and others were a flop (in his own words)! Prashant’s interest or passion for cinemas can be seen throughout the book. The book is written in simple Malayalam and has many humor filled and regretful instances too.

The district collector’s Facebook page was probably the first of its kind which was used by a government official for all government announcements and requests and had a huge following district (including me-although I am not from that district). Operation Sulaimani, Savari Giri Giri and Compassionate Kozhikode were terms used for some projects implemented by Prashant. Although I had also heard and read about these during his term, this book contains information which is quite interesting and thought provoking. Red Tapism and the perils of bureaucracy existed then also but the district collector and his team found ways and means to implement many good projects for the people of Kozhikode.

Makes you think: Were the people of Kozhikode blessed to get Prashant as their collector OR was Prashant so lucky that he got to be the collector of a district where people only know how to help wholeheartedly

കലക്ടർ ബ്രോ എന്ന ഈ പുസ്തകത്തിൻ്റെ ഉള്ളടക്കം പലരും വിപുലീകരിച്ചു എഴുതിയിട്ടുണ്ട്. ഈ പുസ്തകം വായിച്ച് പാതി വഴിയിൽ എത്തിയപ്പോൾ എനിക്ക് തോന്നിയത്,

ഒരു ജില്ലയുടെ ഭരണാധികാരിയായ കളക്ടർക്ക് തൻ്റെ വളരെ ചുരുങ്ങിയ കാലയളവിൽ ഇത്രയൊക്കെ മാറ്റങ്ങൾ കൊണ്ടുവരാമെങ്കിൽ ഒരു സംസ്ഥാനത്തിൻ്റെയോ രാഷ്ട്രത്തിൻ്റെയോ ഭരണാധിപൻമാർക് ഈ രാജ്യത്തിലെ ജനങ്ങൾക്ക് വേണ്ടി എന്തൊക്കെ ചെയ്യാൻ പറ്റും. അല്ലെങ്കിൽ ഓരോ ജില്ലയിലെയും കളക്ടർമാർ ഇതുപോലെ പ്രവർത്തനം കാഴ്ച വെച്ചിരുന്നെങ്കിൽ ഈ നാടിൻ്റെ പുരോഗതി നമുക്ക് ഊഹിക്കാവുന്നതിലും അപ്പുറമായിരിക്കും എന്ന് തോന്നിപോകുന്നു.

ഇതിനെ കുറിച്ച് അവസാന അദ്ധ്യായത്തിൽ എഴുത്തുകാരൻ സൂചിപ്പിക്കുന്നുണ്ട്. 


അങ്ങനെ സംഭവിക്കണമെങ്കിൽ ഓരോ ഭരണകർത്താവും പേജ് 33 ഇൽ പറയുന്ന ഗാന്ധി മന്ത്രം മനസ്സിൽ ഉൾകൊണ്ട് പ്രവർത്തിക്കണം.


"നിങ്ങൾ കണ്ടിട്ടുള്ളതിൽ ഏറ്റവും പാവപ്പെട്ടവൻ്റെ യും ബലഹീനൻ്റെയും മുഖം മനസ്സിലേക്ക് കൊണ്ടുവരിക. എന്നിട്ട് സ്വയം ചോദിക്കുക. നിങ്ങൾ ചെയ്യാൻ പോകുന്ന പ്രവർത്തികൊണ്ട് അയാൾക്ക് എന്തെങ്കിലും പ്രയോജനമുണ്ടാകുമോ?...."


ഇത് ഭരണകർത്താക്കൾ മാത്രമല്ല ഓരോ പൗരനും ചിന്തിക്കേണ്ട കാര്യം ആണ്. അങ്ങനെ ചിന്തിക്കുമ്പോൾ ആണ് ജനകീയ പങ്കാളിത്തത്തോടെ കൂടുതൽ പ്രവർത്തനങ്ങൾ നടത്താൻ സാധിക്കൂ. ഈ പുസ്തകത്തിൽ വിവരിച്ചിട്ടുള്ള ഓരോ പുതിയ പദ്ധതികളും വിജയം കണ്ടത് സംസ്ഥനത്തിൻ്റെയോ കേന്ദ്രത്തിൻ്റെയോ സഹായങ്ങൾക്കൂ കാത്തുനിൽക്കാതെ കലക്ടർ ബ്രോ നടത്തിയ ബുദ്ധിപരവും ക്രിയാത്മകമായ പ്രവർത്തനങ്ങൾ ആണ്. പക്ഷേ ഇദ്ദേഹം തുടങ്ങിവെച്ച കാര്യങ്ങൾ പിൻതലമുറക്കാർ എങ്ങിനെ തുടർന്ന് കൊണ്ടുപോകുന്നു എന്ന് കണ്ട് അറിയേണ്ടതാണ്. എന്തായാലും ഇദ്ദേഹത്തിൻ്റെ കാലയളവിൽ ജില്ലയിലെ എല്ലാ ഗവേൺമെൻ്റ്  ഉദ്യോഗസ്ഥർക്കും നല്ല പണി കിട്ടിയിട്ടുണ്ടാ യിരിക്കും അത് ഉറപ്പ്. 


പ്രശാന്ത് നായർ തൻ്റെ കലക്ടർ പദവിയുടെ കാലയളവിൽ നടന്ന ഗൗരവമേറിയ സംഭവങ്ങൾ സിനിമ സന്ദ്ർഭങ്ങളുടെയും ഡയലോഗ്കളുടെയും മേമ്പൊടിയോടെ നർമത്തിൽ ചാലിച്ച് എഴുതിയത്  വായന കൂടുതൽ എളുപ്പമാക്കുന്നു.


തുടർന്നും ഇതുപോലുള്ള നല്ല പ്രവർത്തനങ്ങൾ നടത്താൻ അദ്ദേഹത്തിന് സാധിക്കട്ടെ എന്ന് പ്രാർത്ഥിക്കുന്നു.

The book is not as much a 'thallal' as the author has stated in the title. Maybe he said so to insure himself!

The book is brief but deep. It mostly deals with the initiatives taken by the author in Kozhikode (and Tea county estate). He starts the book with a personal story that is inspiring. Most initiatives have some related stories and many are sad and moving. The success stories are motivating. Clearly, the author has a certain balance of intelligence and wit, pragmatism and quixotism, strong moral values yet the ability to lie for a good cause!

The book has light moments as well. The author it appears has been as honest as possible, and even tried a hand at calling out certain people! The book accurately depicts and gives insights into the various initiatives taken in Kozhikode.

The illustrations are also fun, and the book has a certain unique charm.

I would advise reader discretion on the chapter that deals with Kuthiravattam Hospital, at least its initial part. Some details are graphic. And the later portion there is quite moving.

ജനസമ്മതനായ ബഹുമാനപ്പെട്ട ഡിസ്ട്രിക്ട് കളക്ടർ പ്രശാന്ത് നായർ IAS എഴുതിയ മനോഹരമായ ഒരു നോൺ ഫിക്ഷൻ പുസ്തകമാണിത്. നർമ്മത്തിൽ ചാലിച്ച് സരസമായ ഭാഷയിൽ വ്യത്യസ്തമായ ഒരു ശൈലിയിലാണ് ഈ പുസ്തകം അവതരിപ്പിച്ചിരിക്കുന്നത്. പ്രശാന്ത് നായർ IAS ഡിസ്ട്രിക്ട് കലക്ടർ ആയി കോഴിക്കോട് ജില്ലയിൽ സേവനമനുഷ്ഠിച്ചതിൻ്റെ ഒരു സർവീസ് കാലഘട്ട വിവരണമാണ് ഈ പുസ്തകം. പല ആശയങ്ങളും മുന്നോട്ടുവയ്ക്കുകയും പ്രാവർത്തികമാക്കുകയും ചിലത് വിജയിക്കുകയും ചിലത് പരാജയം രുചിച്ചതിൻ്റെയും ഒരു സമഗ്രമായ ഉൾക്കാഴ്ച ഈ പുസ്തകത്തിൽ ഉണ്ട്. ഒരു ഗവൺമെൻ്റ് ഉദ്യോഗസ്ഥൻ എങ്ങനെയാണ് നമ്മുടെ സമൂഹത്തിൽ മാറ്റങ്ങളുടെ ചെറു ഓളങ്ങൾ പുറപ്പെടുവിക്കുന്നത് എന്നതിൻ്റെ ഒരു ഉദാഹരണമാണ് പ്രശാന്ത് നായർ IAS. അദ്ദേഹത്തിൻ്റെ അനുഭവങ്ങളിൽ കുതിരവട്ടം മാനസികരോഗാശുപത്രിയും ഓപ്പറേഷൻ സുലൈമാനിയും മിഠായിത്തെരുവിലെ പരിഷ്കാരങ്ങളും എല്ലാം അഭിനന്ദനാർഹമാണ്. മൂന്നുവർഷമെന്ന ഒരു ചെറിയ കാലയളവിൽ കോഴിക്കോട് നഗരത്തിൻ്റെ മുഖം ഒന്ന് മിനുക്കി എടുക്കാൻ ഈ ഉദ്യോഗസ്ഥൻ പരമാവധി ശ്രമിച്ചതിൻ്റെ സമഗ്ര വിവരണം തന്നെയാണ് ഈ പുസ്തകം. സമൂഹത്തിൽ മാറ്റങ്ങൾ വരുത്താൻ ആഗ്രഹിക്കുന്ന ഓരോ വിദ്യാർത്ഥിയും വായിച്ചിരിക്കേണ്ട പുസ്തകമാണിത്.

I listened to the audiobook version of this book, and I just have one word to say about - spectacular.

This book is a collection of anecdotes from Prasanth Nair IAS, from his tenure as the district collector of Kozhikode. Prasanth uses a mix of tongue-in-cheek humor and heart-rending emotion to narrate his experiences. This is an authentic retelling of a civil servant's experiences, where he bares it all. He talks about his experience working on projects like Operation Sulaimani and Compassinate Kozhikode, on how he brought together ordinary denizens of the world for public good. On the many experiences he had to go through. On his wins, and his failures. The book made me go through a roller coaster of emotions; there were moments were I wept, there were sections where I couldn't stop myself from laughing out out. Nonetheless, I wrapped up the book feeling inspired; I could feel the infectious enthusiasm and compassion that Prasanth advocates seep into me.

A must-read - if possible, listen to the Malayalam version of the book, narrated in Prasanth's own words (Available in Storytel as on January 2023).

Being a person not so connected to Facebook and an NRK, I really did not know much of the great works done by the 'Collector Bro' -Prashant Nair IAS although his name was familiar from the TV channels. But after reading this book, it became clear why he was called Collector Bro!

Amazing story of a District Collector, who made impact to society taking people in confidence for his dream projects and making use of social media to drive them. He tells in the beginning of the book that the word 'Compassionate' - is the theme/essence of this book. It really is. Hope his dream of Compassionate India be a reality soon.

About the book - A book written in simple language with a lot of humor added to make the reading interesting and flowing. It will give you positivity.

we are scared of experimenting, innovating and taking risks.
The book speaks of only how programs were started but nothing on their audit/impact(not the feel-good thing but measured grassroot level impact.(cf.For every 100 rs spent by government , 10 reaches the middle level and 1 reaches the common man)

One of the quickest reads so far!! One can't just drop the book once they start reading it. It's not a simple service story or as how Prasant Nair himself describes, quixotic "thallals" (colloquially used for exaggeration ), it's the beautiful narration of the brave and unflinching attempts of a civil servant who banked on innovation and volunteerism by leading the way by the lights of "compassion". Incredible narration topped with a pinch of Mohabat ( well a lot indeed) for the reader. Great reading experience guaranteed.

Ambitiously idealistic - Positive quixotic thallals

I would highly suggest this book even to non readers as I am one. This book says everything what he wanted and did for Kozhikode and his desires for extending it to other districts and states, but he had limits. You have to be not just passionate, but compassionate to help others, which includes yourself. *5/5 rating* -A non- reader from Canada!
