Reading this on the eve of the Artemis II mission to orbit the moon, delayed a few times but eventually launched about a month after the US-Iran war started, I can see the point McGowan was trying to make. To “wag the dog” is to distract the public from something the government wants to minimize attention towards. The Apollo missions were all done at critical moments during the Vietnam War and then abruptly stopped when the war ended. Coincidence???

I think McGowan is more than likely correct. The technology, photography, and behavior of the astronauts are all to suspicious. To think that the government is bad at or unwilling to lie is to be willfully naive. McGowan goes into every detail and explains how unrealistic the entire Apollo program was and keeps a good sense of humor about it. Very enjoyable and depressing read.
