City of Cats is extremely well organized, with well developed concepts and plenty of hooks for GMs to expand and continue developing the city to suit their needs. That's awesome, it's exactly what a citybook should do.

That said, the ideas are vivid and interesting, but they aren't particularly mind blowing. None of it feels like "wow, I've never seen this before, that's wild!" sort of content. It doesn't feel derivative, and I don't want to say it isn't original, because it is, but it doesn't feel like it's pushing the boundaries of what cities can be in TTRPGs. It is a beautiful base concept and if I had a campaign on my horizons right now I'd definitely be tempted to drop this in. Basteti, gnolls, werecrocodiles, oh my, what could go wrong? I just don't feel like my understanding of what fantasy can be has been challenged. This isn't that kind of citybook.

The adventures are clear, and well laid out, with plenty of flexibility and explanations for the GM. I especially loved Three Little Pigs, but I do want to note that all three adventures included have been published previously (although re-edited here), so if you're already a collector of Kobold Press adventures you might see some familiar content.

The production quality is very high. Nice binding, paper, and printing, with lovely art. I did spot a couple of typos in the text, but they weren't egregious - pesky homonym errors mostly and those are really hard to spot.

Mostly I'm not going 5 star because it didn't inspire me to go start plotting how I would use the content immediately. As far as TTRPG citybooks go, this is an excellent addition to the shelf. I'm certainly hanging on to it until it's time is right, and it does make me want to dig into the Southlands setting in more detail.
