Furrows in a Field: The Unexplored Life of HD Deve Gowda
H.D. Deve Gowda has been in public life for nearly seven decades. He started at the very bottom, as a member of the Holenarasipur Taluk Development Board and reached the very top as India’s eleventh prime minister, in 1996. In between, he was an independent legislator, spent long years as leader of Opposition in the Karnataka Legislative Assembly, had been an effective irrigation and public works minister, and finally, chief minister in 1994 after many missed opportunities. Even twenty-five years after he stepped down as prime minister, he has remained relevant in Indian politics. Despite this long, arduous yet fascinating journey that began in a poor peasant household in the plains of Hassan, there has been no comprehensive assessment of his life and work. This biography endeavours to professionally fill the gap.
The book’s narrative is instructed by Gowda’s rich parliamentary record, archival material and interviews conducted with people associated with him at various stages of his life. The layered narrative is further nuanced by Gowda’s own voice, gargantuan memory, a close reading of the time when he made history and the currents of destiny that preceded it. Although Gowda has spent most of his years in Karnataka and has become a symbol of the federal idea, this book argues that the diverse national imagination and sincerity that he deployed as prime minister had magically lit up different corners of India.
When Gowda became prime minister, many people intuitively registered that our democracy had not been rigged or captured by elites and dynasts, and there was indeed space in our system to rise for a self-made person with no godfathers. It generated hope and continues to do so.

Deve Gowda was an active politician during my 20s and beyond. We have seen him active in Karnataka and then subsequently in national stage. He was a politician of intrigue - claiming moral high ground in theory. But, displaying shrewdness and dynasty politics in reality. This curiosity made me pick this book.
The book was interesting read. The author mostly relies parliamentary records, comment from Gowda's colleagues and then augments them with Gowda's own views or comments. Gowda's comments often don't match the facts - and thus raise a question if he is providing an honest account of his life or just being politically correct. So, all in all - if you are looking for accurate account of history - you would not be satisfied.
Other than history, the book gives an insight into the psyche and workings of Gowda - Gowda seems to be a honest, hard worker. Expert in irrigation, Civil works. He got this expertise with his hard work and study. This expertise he has used through out his career. It's claimed that he did excellent work in this area. But, the author does not corroborate these claims with facts or comparisons.
The book concludes with the Gowda family and how they have taken over his political mantel. It's a disappointment that a man who rose from the ground and established a party could not find the right successors.

DNF at 20%. And was so hopeful this would be great. Felt like a hagiography and tone felt very much like "then Gowda recounted a tale from when he was 7 years old". Maybe we're a young country and not enough time has passed and free speech just isn't that free at the moment, but eagerly await when we can see great, insightful political biographies.
The only thing I enjoyed about the book was descriptions of the setting of Karnataka politics (of which I I am a 101 student). But you can get that from his conversation with Amit Varma.

An important subject but not a well written biography
This is a mighty important subject.
Deve Gowda is no ordinary person - A person without the help of a family name, without the right education and social circles, a person without money to start with, without even a political party to call his own; rose from being a Taluk development board member in Holenarsipur, in 1953, to become the Prime Minister of the country in 1996. This is an extraordinary achievement and one without many parallels, in India.
He is also someone who confined himself to battles from the trenches rather than be known for statesmanship and speeches. So, while he has earnt love in his constituencies, he is a much maligned person, rightly or wrongly, among the educated class.
So, the book was a revelation for me in that it educated me on many of his remarkable achievements - The Kaveri and Krishna irrigation related work, assembly elections in J&K, dream budget of 1997, etc., that all happened under his leadership. I am thankful to him for this work and thankful to the author for bringing this to light.
That is all I can write as positives of the book. The list of negatives is big
- All through the book, the author has a deferential tone about Deve Gowda and the book is full of excuses. The book could have been alternatively titled "In defense of Gowda !"
- The style of writing especially when it comes to listing and explaining the Chronology of events is quite confusing and totally misses the point on how the man evolved.
- Characterization of Gowda is quite weak. There is no insight on how Gowda thinks, what his daily rituals are, what are his habits, what is his diet, and most importantly, what are his scruples !
- It is still not clear who are Deve Gowda's friends and his adversaries (with the exception of Ramakrisha Hegde, which the book covers to some extent). It would have been great if the book had included interviews with his contemporaries from various fields, detractors and supporters alike
- There is no good account of his Family members. His family is mentioned, almost as an after-thought, in the closing chapter. There is no understanding that we get of his personal life, its intrigues and its banalities
- The most important omission is a narrative on the alleged crimes, corruption and scandals associated with him and his family, which are part of folklore of Karnataka politics. Agreed that these are all judicial matters and the verdict is not out yet but not to mention them, even if, as 'alleged crimes', is bad authorship. In fact, it raises a lot of questions about the author's commitment to the cause.
- The grand omissions of the book and its unprovoked and excessive defense of Gowda also casts a big doubt on the good things he may have done
- Photographs of family, family members, associates and contributors is very short in supply.
Lastly, this is not a negative but a desire;
Books on people like Gowda should be written in a mix of vernacular (with sub-titles) and English. That will retain the appeal of the subject for the audience who is aware of the subject and wishes to know more in detail, but in the right contextual construct.

ಭಾರತದ ಹನ್ನೊಂದನೇ ಪ್ರಧಾನ ಮಂತ್ರಿಯಾಗಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸಿದ ಶ್ರೀಯುತ ಹೆಚ್ ಡಿ ದೇವೇಗೌಡ ಅವರ ವೈಯಕ್ತಿಕ ಬದುಕು ಮತ್ತು ಅವರ ಸುದೀರ್ಘ ರಾಜಕೀಯ ಜೀವನದ ವಿವರಗಳನ್ನು ಒಳಗೊಂಡ ಪುಸ್ತಕ ಶ್ರೀ ಸುಗತ ಶ್ರೀನಿವಾಸ ರಾಜು ಅವರ 'Furrows In A Field' (ಹೊಲದ ಮಣ್ಣಲಿ ನೇಗಿಲ ಗೆರೆಗಳು). ೨೦೨೧ರ ಕೊನೆಯಲ್ಲಿ ಪ್ರಕಟವಾದ ಈ ಪುಸ್ತಕ ನಾನು ಓದಿದ ವರ್ಷದ ಅತ್ಯುತ್ತಮ ಪುಸ್ತಕಗಳಲ್ಲೊಂದು. ಇಪ್ಪತ್ತೆರಡು ಅಧ್ಯಾಯಗಳಲ್ಲಿ ದೇವೇಗೌಡರ ಜೀವನದ ಹಲವಾರು ಆಯಾಮಗಳನ್ನು ಪರಿಚಯಿಸುವ ಈ ಪುಸ್ತಕವು ತನ್ನಉಪ ಶೀರ್ಷಿಕೆ (An unexplored life of H D Devegouda)ಗೆ ಖಂಡಿತ ನ್ಯಾಯ ಒದಗಿಸಿದೆ. ಶೋಧಿಸಿ, ಅಧ್ಯಯನ ಮಾಡಿ ಒದಗಿಸಿರುವ ಹಲವಾರು ಮಾಹಿತಿಗಳು ದೇವೇಗೌಡರ ಬಗ್ಗೆ ಮತ್ತು ಅವರ ರಾಜಕೀಯದ ಬಗ್ಗೆ ಅರಿವಿರುವ ನನ್ನಂತಹ ಕನ್ನಡಿಗರಿಗೂ ಆಶ್ಚರ್ಯ ಮತ್ತು ಅಭಿಮಾನ ತರುವ ಅವರ ಬಗೆಗಿನ ಅನೇಕ ಸಂಗತಿಗಳ ಪರಿಚಯ ಮಾಡಿಸುತ್ತವೆ.
ಪ್ರಧಾನಿಯಾಗುವ ಮುಂಚಿನ ಮತ್ತು ಆನಂತರದ ಎರಡು ಭಾಗಗಳಾಗಿ ವಿಂಗಡಿಸಿದ ಪುಸ್ತಕದ ಒಂದೊಂದು ಅಧ್ಯಾಯವೂ ಸ್ವಾರಸ್ಯಕರವಾಗಿದೆ. ಆರು ನೂರು ಪುಟಗಳ ಪುಸ್ತಕವಾದರೂ ಸುಗತ ಅವರ ಬರವಣಿಗೆಯ ಶೈಲಿ ಉದ್ದಕ್ಕೂ ಓದುವ ಕುತೂಹಲವನ್ನು ಹಿಡಿದಿಡುತ್ತದೆ. ಮಾಹಿತಿಗಳನ್ನು ಕಲೆ ಹಾಕಿ, ಸಂಬಂಧಪಟ್ಟವರಲ್ಲಿ ದೃಢೀಕರಿಸಿ, ಕೇವಲ ಪತ್ರಿಕಾ ವರದಿಯೆನಿಸದಂತೆ ವಿವರಗಳನ್ನು ಪ್ರಸ್ತಾಪಿಸುವ ರೀತಿ ಇಷ್ಟವಾಗುತ್ತದೆ. ಸ್ವಭಾವತಃ ಪ್ರಚಾರ ಪ್ರಿಯರಲ್ಲದ ದೇವೇಗೌಡರ ಬಗೆಗೆ ಮಾಧ್ಯಮ ವಲಯ ಮತ್ತುಪತ್ರಿಕಾ ವಲಯಗಳು ಅಗತ್ಯ ಪ್ರಮಾಣದ ವರದಿ ಮಾಡಲಿಲ್ಲವೆಂದು ಈ ಪುಸ್ತಕ ಓದುವಾಗ ಸ್ಪಷ್ಟವಾಗುತ್ತದೆ. 'ನಡೆದದ್ದು ಭಾರತ, ಬರೆದದ್ದು ರಾಮಾಯಣ' ಎನ್ನುವಂತೆ ಮಾಧ್ಯಮದವರು ನಡೆದುಕೊಂಡಿದ್ದರಿಂದ ಕೆಲವು ನಾಯಕರಿಗೆ ಅನ್ಯಾಯವಾಗಿದೆ. ಇನ್ನು ಕೆಲವರಿಗೆ ಲಾಭವೂ.
ಪುಸ್ತಕದ ಮೊದಲ ಭಾಗದಲ್ಲಿ ದೇವೇಗೌಡರ ಬಾಲ್ಯ, ಆರಂಭದ ರಾಜಕೀಯ, ಕರ್ನಾಟಕ ಶಾಸನ ಸಭೆಯ ಅವರ ಅನುಭವಗಳು, ಎಪ್ಪತ್ತರ ದಶಕದಲ್ಲಿ ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರಾಗಿ ಅವರ ಉತ್ತಮ ಕಾರ್ಯನಿರ್ವಹಣೆ, ಹಲವು ಬಾರಿ ಅರ್ಹತೆಯಿದ್ದೂ ಕೈ ತಪ್ಪಿದ ಮುಖ್ಯಮಂತ್ರಿ ಪದವಿ, ಕಡೆಗೂ ೧೯೯೪ರಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಯಾದದ್ದು, ಕರ್ನಾಟಕದ ಜೀವನದಿಗಳಾದ ಕಾವೇರಿ ಮತ್ತು ಕೃಷ್ಣಾ ನದಿಗಳ ನೀರಿನ ಸೂಕ್ತ ಬಳಕೆಗೆ ಅವರು ರಾಜಕೀಯ ಜೀವನದುದ್ದಕ್ಕೂ ಅವಿರತ ಶ್ರಮಿಸಿ ಕೈಗೊಂಡ ಕ್ರಮಗಳು - ಹೀಗೆ ಪ್ರಧಾನಿ ಆಗುವವರೆಗೂ ಅವರು ಸಾಗಿ ಬಂದ ದಾರಿಯ ಚಿತ್ರ ಇದೆ.
ರಾಜಕೀಯವಾಗಿ ಹಳೆ ಮೈಸೂರು ಪ್ರಾಂತ್ಯಕ್ಕೇ ಸೇರಿದ ಚಿಕ್ಕಮಗಳೂರು ಭಾಗದ ಮಲೆನಾಡಿನ ಗ್ರಾಮೀಣ ಪರಿಸರದಿಂದ ಬಂದವನಾಗಿ ನನಗೆ ದೇವೇಗೌಡರ ಗ್ರಾಮೀಣ-ಸಣ್ಣಪಟ್ಟಣದ ಮತ್ತು ಕೃಷಿ ಕುಟುಂಬದ ಹಿನ್ನೆಲೆಯ ಬಗ್ಗೆ ಓದುವಾಗ ನಮ್ಮ ಭಾಗದಲ್ಲಿ ಇದ್ದಂಥದೇ ಜೀವನ ಕ್ರಮದಂತೆ ಅನಿಸಿತು. ಅವರ ಆರಂಭದ ರಾಜಕೀಯ ಚಟುವಟಿಕೆಯ ಬಗೆಗೆ ಓದುವಾಗಲೂ ನಾನು ಬಾಲ್ಯದಲ್ಲಿ ಕಂಡಿದ್ದ ಕೇಳಿದ್ದ ಅನೇಕ ಸಂಗತಿಗಳನೆನಪು ಬಂತು. ದೇವೇಗೌಡರಿಗಿಂತ ಹತ್ತು-ಹನ್ನೆರಡು ವರ್ಷಗಳಷ್ಟು ಹಿರಿಯರಿದ್ದ ನನ್ನ ಅಜ್ಜ ಸಹ ರಾಜಕೀಯದಲ್ಲಿದ್ದರು. ಅವರೂ ಸಹ ಮೂಲದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ಸಿಗರಾಗಿದ್ದು ನಂತರದಲ್ಲಿ ವಿರೋಧ ಪಕ್ಷದಲ್ಲಿದ್ದವರು. ಹೆಚ್ಚೇನೂ ಶಾಲಾ ಶಿಕ್ಷಣ ಪಡೆದಿರದಿದ್ದರೂ ಅವರು ಗ್ರಾಮ ಪಂಚಾಯತಿ ಅಧ್ಯಕ್ಷರಾಗಿ, ತಾಲೂಕು ಬೋರ್ಡ್ ಸದಸ್ಯರಾಗಿ ಸಕ್ರಿಯರಾಗಿ ಇರುತ್ತಿದ್ದುದನ್ನು ಬಾಲ್ಯದ ವರ್ಷಗಳಲ್ಲಿ ಹತ್ತಿರದಿಂದ ಕಂಡಿದ್ದೆ. ನನ್ನದು ಪ್ರಭಾವಿಸಲ್ಪಡುವ ವಯಸ್ಸಾದ್ದರಿಂದ ರಾಜಕೀಯ ನಾಯಕರ ಬಗೆಗೆ ಒಂದು ಬಗೆಯ ಕೌತುಕದ ಗೌರವ ಮೂಡಿತ್ತು. ನನ್ನಜ್ಜನ ಮುಂದಾಳತ್ವ, ಮುತ್ಸದ್ದಿತನ, ಸಮಯೋಚಿತ ಕಾಠಿಣ್ಯ ಎಲ್ಲವೂ ಅಭಿಮಾನಕ್ಕೆ ಯೋಗ್ಯ ಸಂಗತಿಗಳೆನಿಸುತ್ತಿದ್ದವು. ರಾಜಕೀಯದ ಬಗ್ಗೆ ರಾಜಕೀಯ ನಾಯಕರ ಬಗ್ಗೆ ಕುತೂಹಲವೂ ಉಂಟಾಗುತ್ತಿತ್ತು. ಆ ಕುತೂಹಲ ಇಂದಿಗೂ ಇದೆ. ದೇವೇಗೌಡರು ಆರಂಭದ ದಿನಗಳಲ್ಲೇ ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದ್ದ ನಾಯಕತ್ವದ ಗುಣ, ಧೈರ್ಯ, ಛಲ, ಗಳಿಸುತ್ತಿದ್ದ ಜನಪ್ರಿಯತೆ ಈ ಎಲ್ಲದರ ಬಗೆಗೆ ಓದುವಾಗ ಹೆಚ್ಚಿನ ಆರ್ಥಿಕ ಸಾಮಾಜಿಕ ಹಿನ್ನೆಲೆಯಿಲ್ಲದೆಯೂ ಅವರು ಕೇವಲ ತಮ್ಮ ಇಚ್ಛಾಶಕ್ತಿ ಮತ್ತು ಶ್ರಮವನ್ನು ನಂಬಿ ಮುಂದುವರೆದದ್ದು ಇದೆಲ್ಲದರ ಪರಿಚಯ ಆಯಿತು.
ಅವರು ಶಾಸಕರಾಗಿ ಶಾಸನ ಸಭೆಯಲ್ಲಿ ಕಳೆದ ದಿನಗಳನ್ನು ಸುಗತ ಅವರು ಚೆನ್ನಾಗಿ ವಿವರಿಸಿದ್ದಾರೆ. ಶಾಸಕನಾಗಿ ತಮ್ಮ ಮೊದಲನೇ ಅವಧಿಯಲ್ಲೇ ಸದನದ ಕಲಾಪಗಳಲ್ಲಿ ನಿಯಮಿತವಾಗಿ ಪಾಲುಗೊಳ್ಳುತ್ತಿದ್ದ ರೀತಿ, ಕಾವೇರಿ ನೀರಿನ ಬಳಕೆಯ ಸಂಬಂಧ ಮಾತನಾಡಿದ್ದು, ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡುವ ಮುನ್ನ ಕೈಗೊಳ್ಳುತ್ತಿದ್ದ ಅಧ್ಯಯನ, ಸಭೆಯ ಕಾರ್ಯ ವಿಧಾನವನ್ನು ಸೂಕ್ಷ್ಮವಾಗಿ ಗಮನಿಸುತ್ತಿದ್ದದ್ದು, ಇವೆಲ್ಲವೂ ಅವರ ಮುಂದಿನ ದೀರ್ಘ ರಾಜಕೀಯ ಜೀವನದಲ್ಲಿ ಉಪಯುಕ್ತವಾಗಿವೆ. ಜನತಂತ್ರ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಎಲ್ಲರನ್ನೂ ಒಟ್ಟಿಗೆ ಕೊಂಡೊಯ್ಯಬೇಕಾದ ಅಗತ್ಯ ಇರುವುದರಿಂದ, ನಾಯಕರಾದವರು ಈ ವ್ಯವಸ್ಥೆಯ ಕೆಲವು ರೀತಿರಿವಾಜುಗಳನ್ನು ಕಲಿಯುವುದು ಅನಿವಾರ್ಯ. ಹಾಗೆ ಮಾಡದೇ ಇದ್ದಾಗ ಏನಾಗುತ್ತದೆ ಎನ್ನುವುದನ್ನೂ ನಾವು ನೋಡಿದ್ದೇವೆ. ದೇವೇಗೌಡರು ತಮ್ಮ ಮೊದಲಿನ ದಿನಗಳಿಂದ ಸದನದಲ್ಲಿ ಚರ್ಚಿಸಬೇಕಾದ ಸಂಗತಿಗಳ ಬಗೆಗೆ ಪುಸ್ತಕಗಳನ್ನು ಓದುತ್ತಿದ್ದುದು, ಟಿಪ್ಪಣಿ ಮಾಡಿಕೊಳ್ಳುತ್ತಿದ್ದುದು, ಅಗತ್ಯವಿದ್ದಾಗ ಸಂಬಂಧಪಟ್ಟ ನಾಯಕರುಗಳಿಗೆ ಪತ್ರಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದುದು ಈ ಎಲ್ಲದರ ಬಗ್ಗೆ ಪುಸ್ತಕದಲ್ಲಿ ಇದೆ.
ಎಪ್ಪತ್ತರ ದಶಕದಲ್ಲಿ ದೇವರಾಜ ಅರಸು ಅವರು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ದೇವೇಗೌಡರು ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರಾಗಿದ್ದಾಗ ಶಾಸನಸಭೆಯಲ್ಲಿ ನಡೆಸುತ್ತಿದ್ದ ಚರ್ಚೆಗಳು ಇಂದಿಗೂ ದಂತಕತೆಯಂತೆ ಜನಮನದಲ್ಲಿ ಉಳಿದಿವೆ. ಸ್ಪಷ್ಟ ಬಹುಮತದ ಅಧಿಕಾರವಿದ್ದರೂ ಆಳುವ ಪಕ್ಷದವರು ವಿರೋಧ ಪಕ್ಷದವರಲ್ಲಿ ಹೊಂದಿದ್ದ ಗೌರವ, ಜನತಂತ್ರದಲ್ಲಿ ಇಡುತ್ತಿದ್ದ ನಂಬಿಕೆಯನ್ನು ನಾವು ಗಮನಿಸಲೇಬೇಕು. ರಾಜಕೀಯ ವಿರೋಧ ಬೇರೆ ವೈಯಕ್ತಿಕ ವಿಶ್ವಾಸ ಬೇರೆ ಎಂದು ನಂಬುತ್ತಿದ್ದ ಕಾಲ. ಇದರ ಮಹತ್ವವನ್ನು ಇಂದು ಎಷ್ಟು ಒತ್ತಿ ಹೇಳಿದರೂ ಕಡಿಮೆಯೇ. ರಾಜಕೀಯ ವಿರೋಧವು ಆಡಳಿತ ಪಕ್ಷದವರ ದ್ವೇಷದ ವಸ್ತುವಾಗುವುದು ಜನತಂತ್ರ ವ್ಯವಸ್ಥೆಯನ್ನೇ ಅಪಾಯಕ್ಕೆ ಸಿಲುಕಿಸುವುದು. ಜನತಂತ್ರವೆಂದರೆ ಬರೀ ಬಹುಮತದ ಆಡಳಿತವಷ್ಟೇ ಅಲ್ಲ. ಬಹುಮತ ಪಡೆದವರು ಏನು ಬೇಕಾದರೂ ಮಾಡಬಹುದೆಂದೂ ಅಲ್ಲ. ಇಲ್ಲಿ ಪಾಲಿಸಲೇಬೇಕಾದ ಕೆಲವು ಮೌಲ್ಯಗಳಿರುತ್ತವೆ. ಮತ್ತು ಆ ಮೌಲ್ಯಗಳು ಕಾನೂನಿನಿಂದಾಗಲೀ, ಒತ್ತಾಯದಿಂದಾಗಲೀ ರೂಢಿಸಲಾಗದಂತಹವು. ಜನತಂತ್ರವೆಂದರೆ ವಿಚಾರಗಳ ಕಾಳಗವೇ ಹೊರತು ವ್ಯಕ್ತಿಗಳ ಕಾಳಗವಲ್ಲಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ನಂಬುವುದು ಅಂತಹ ಒಂದು ಮೌಲ್ಯ. ಅರಸು-ದೇವೇಗೌಡ ಪ್ರತಿನಿಧಿಸುವುದು ಅದೇ ಮೌಲ್ಯವನ್ನು.
ಇನ್ನು ಪುಸ್ತಕದ ಎರಡನೇ ಭಾಗದಲ್ಲಿ ಅವರು ಪ್ರಧಾನಿಯಾಗಿ ಆಯ್ಕೆಯಾದ ಸಂದರ್ಭ ಮತ್ತು ಅದಕ್ಕೆ ಕಾರಣವಾದ ರಾಜಕೀಯ ಅನಿವಾರ್ಯತೆಗಳು, ಅನಿರೀಕ್ಷಿತವಾಗಿ ಎದುರಾದ ಪರೀಕ್ಷೆ ಮತ್ತು ಅವಕಾಶವನ್ನು ಅವರು ಎದುರುಗೊಂಡದ್ದು, ರಾಷ್ಟ್ರದ ಆಡಳಿತ ಯಂತ್ರ ನಡೆಸಲು ಅವರು ರೂಪಿಸಿದ ದಕ್ಷ ಅಧಿಕಾರಿಗಳ ಪಡೆ, ಹಿಂದಿನ ವರ್ಷಗಳಲ್ಲಿ ನಾಯಕರುಗಳಿಗೆ ಸವಾಲಾಗಿದ್ದ ಕಾಶ್ಮೀರ ಮತ್ತು ಈಶಾನ್ಯ ರಾಜ್ಯಗಳ ಆಡಳಿತಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ಅವರು ತೆಗೆದುಕೊಂಡ ಚುರುಕಾದ ತೀರ್ಮಾನಗಳು, ಸದ್ದುಗದ್ದಲವಿಲ್ಲದೆ ಅಧಿಕಾರದ ಅಹಂ ಇಲ್ಲದೆ ಸಂಬಂಧಪಟ್ಟವರೊಡನೆ ಮಾತಾಡಿ ಮನವೊಲಿಸಿ ಮುನ್ನಡೆಯುತ್ತಿದ್ದ ರೀತಿ, ಸದಾ ಜನರ ಹತ್ತಿರಕ್ಕೆ ಹೋಗಿ ಸ್ಪಂದಿಸುತ್ತಿದ್ದ ರೀತಿ - ಇದೆಲ್ಲವೂ ಓದುತ್ತಿದ್ದರೆ ಜನತಂತ್ರವೆಂದರೆ ಹೀಗಿರಬೇಕು ಎಂದು ಅನಿಸದೇ ಇರದು.
ಪ್ರಧಾನಿಯಾಗಿ ಅವರು ತಮ್ಮ ಭದ್ರತೆಯ ಹೊಣೆ ಹೊತ್ತಿದ್ದ ವಿಶೇಷ ಭದ್ರತಾ ದಳ (Special Protection Group) ದ ಜೊತೆ ನಡೆದುಕೊಳ್ಳುತ್ತಿದ್ದದ್ದು, ಜೀವನದುದ್ದಕ್ಕೂ ಜನರ ಮಧ್ಯೆಯೇ ಇದ್ದ ರಾಜಕಾರಣಿಯಾಗಿ ಈಗ ಭದ್ರತೆಯ ಕಾರಣದಿಂದ ಹೊಸ ಬಗೆಯ ಪ್ರಯಾಣದ ವ್ಯವಸ್ಥೆಗೆ ಹೊಂದಿಕೊಳ್ಳಲು ಪೇಚಾಡಿದ್ದು ಅವರ ಸರಳತೆ ಮತ್ತು ಜನಾನುರಾಗಿ ವ್ಯಕ್ತಿತ್ವದ ಪರಿಚಯ ಮಾಡಿಸುತ್ತದೆ. ಕಾಶ್ಮೀರದಲ್ಲಿ ಪ್ರವಾಸದಲ್ಲಿದ್ದಾಗ ತೆರೆದ ಜೀಪಿನಲ್ಲಿ ಭಯವಿಲ್ಲದೆ ಪ್ರಯಾಣಿಸಿದ್ದು ಇದೆಲ್ಲವೂ ಪುಸ್ತಕದಲ್ಲಿ ಅತ್ಯಂತ ಸ್ವಾರಸ್ಯಕರವಾಗಿ ದಾಖಲಾಗಿವೆ. ಕೆಲವು ನಾಯಕರು ಇರುವುದೇ ಹಾಗೆ. ಅಜಾತಶತ್ರುಗಳು. ಭದ್ರತೆಯ ವಿಶೇಷ ಕ್ರಮಗಳು ಅವರಿಗೆ ತಮ್ಮನ್ನು ತಮ್ಮ ಜನರಿಂದ ದೂರವಿರಿಸುವ ಸಂಕೋಲೆಗಳು ಅನಿಸುತ್ತವೆ.
ಪುಸ್ತಕದ ಎರಡನೆಯ ಭಾಗದಲ್ಲಿ ನನಗೆ ಬಹಳ ಇಷ್ಟವಾದ ಅಧ್ಯಾಯ How Many ‘Brutuses’, Sir? (ಎಷ್ಟು ಮಂದಿ 'ಬ್ರೂಟಸ್' ರು, ಸರ್?). ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷವು ದೇವೇಗೌಡರ ಸರ್ಕಾರಕ್ಕೆ ನೀಡಿದ್ದ ಸಮರ್ಥನೆಯನ್ನು ವಾಪಸ್ ಪಡೆಯಲು ನಿರ್ಧರಿಸಿ ಇನ್ನೇನು ಸರ್ಕಾರ ಪತನವಾಗುವುದಕ್ಕೆ 'ವಿಶ್ವಾಸ ಮತ'ವೆಂಬ ಔಪಚಾರಿಕತೆಯೊಂದೇ ಉಳಿದಿದ್ದಾಗಲೂ ದೇವೇಗೌಡರ ಗಮನಕ್ಕೆ ಬರದಂತೆ ಅವರ ಗೌರವಕ್ಕೆ ಧಕ್ಕೆಯಾಗುವಂತಹ ರಾಜಕೀಯ ನಡೆಸಿದ್ದ ಅವರದೇ ಗುಂಪಿನ ಕೆಲವರ ಬಗ್ಗೆ ವಿವರಿಸಲು ಗೌಡರ ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಶ್ರೀ ಸತೀಶ್ ಚಂದ್ರನ್ ಅವರು ಬಳಸಿದ ವಾಕ್ಯ ಇದು. ಈ ಅಧ್ಯಾಯ ಅತ್ಯಂತ ಕುತೂಹಲಕರವಾಗಿದೆ. ಶೇಕ್ಸ್ ಪಿಯರನ 'ಜೂಲಿಯಸ್ ಸೀಸರ್ ' ನಾಟಕದ ಪ್ರತಿಮೆಯನ್ನು ಬಳಸಿ, ದೇವೇಗೌಡರ ರಾಜಕೀಯ ಜೀವನದ ಅತ್ಯಂತ ಪ್ರಮುಖ ಸಂಸತ್ ಕಲಾಪ ದ ಬಗ್ಗೆ ಸುಗತ ಬರೆದಿರುವುದು ಈ ಪುಸ್ತಕದ ಓದನ್ನು ಜೀವನ ಚರಿತ್ರೆಯ ರೂಢಿಗತ ಸಾಹಿತ್ಯ ಪ್ರಕಾರವನ್ನು ಮೀರಿ ದುರಂತ ನಾಟಕವೊಂದರ ಅಂತಃಸ್ಪರ್ಶಿ ಅನುಭವದತ್ತ ಒಯ್ಯುವಂತೆ ಮಾಡಿದೆ.
'ಜೂಲಿಯಸ್ ಸೀಸರ್' ನಾಟಕದ ವಸ್ತು ಸಹ ರಾಜಕೀಯಕ್ಕೆ, ಜನತಂತ್ರಕ್ಕೆ ಸಂಬಂಧಪಡುವುದರಿಂದ ಅದರ ಪ್ರಸ್ತಾಪ ಔಚಿತ್ಯಪೂರ್ಣವಾಗಿದೆ. ಸಹಕಾರಿ ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಯ ಒಂದು ಪರಿಣಾಮಕಾರಿ ಪ್ರಯೋಗವಾದ ದೇವೇಗೌಡರ ಸರ್ಕಾರ ಇತ್ತೀಚಿನ ಭಾರತದ ರಾಜಕೀಯದಲ್ಲಿ ಒಂದು ಮಹತ್ವದ ಘಟನೆಯೇ. ಆಡಳಿತದಲ್ಲಿದ್ದ ಅಲ್ಪ ಕಾಲದಲ್ಲಿ ಪರಿಣಾಮಕಾರಿಯಾಗಿ, ಮುತ್ಸದ್ದಿತನದಿಂದ ಮುಂದುವರಿಯುತ್ತಿದ್ದಾಗಲೇ ಒಂದು ಗಂಭೀರವಾದ ಯಾವುದೇ ಕಾರಣವಿಲ್ಲದೇ ಅವರ ಸರ್ಕಾರವನ್ನು ಪತನಗೊಳಿಸಿದ್ದು ಸ್ವಾಭಾವಿಕವಾಗಿಯೇ ದೇವೇಗೌಡರನ್ನು ಮತ್ತು ಅವರ ಆಡಳಿತವನ್ನು ಒಪ್ಪುತ್ತಿದ್ದ ಇತರ ಹಲವು ರಾಜಕಾರಣಿಗಳನ್ನೂ ಅಸಮಾಧಾನಗೊಳಿಸಿದ್ದು ಒಂದು ಕಡೆಯಾದರೆ ಇನ್ನೊಂದು ಕಡೆ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದವರಿಗೆ ತಮ್ಮ ತೀರ್ಮಾನವನ್ನು ಸಮರ್ಥಿಸಿಕೊಳ್ಳುವ ಅಗತ್ಯವಿತ್ತು. ಅಲ್ಲೂ ಕೆಲ ಪ್ರಮುಖ ನಾಯಕರುಗಳಿಗೆ ಈ ನಿರ್ಧಾರದ ಬಗ್ಗೆ ಒಪ್ಪಿಗೆಯಿರಲಿಲ್ಲ. ಅವರಾರೂ ಅಂದಿನ ಸಭೆಯಲ್ಲಿ ತುಟಿ ಬಿಚ್ಚಲಿಲ್ಲ. ಒಟ್ಟಿನಲ್ಲಿ ಶೇಕ್ಸ್ ಪಿಯರ್ ನಾಟಕದ ರೋಮ್ ನ ಸೆನೆಟ್ ಹಾಲ್ ನಂತಹ ವಾತಾವರಣ ಎರಡು ಸಾವಿರ ವರ್ಷಗಳ ನಂತರ ನಮ್ಮ ಪಾರ್ಲಿಮೆಂಟ್ ಭವನದಲ್ಲೂ ಸೃಷ್ಟಿಯಾಗಿದ್ದು ರಾಜಕೀಯದಲ್ಲಿ ಆಸಕ್ತಿ ಉಳ್ಳವರ ತೀವ್ರ ಆಸಕ್ತಿಯನ್ನು ಕೆರಳಿಸಿತ್ತು. ವಾದ, ಪ್ರತಿವಾದಗಳು ಅಲ್ಲಿ ನಡೆದಿದ್ದವು. ಇದೀಗ ಸುಮಾರು ಇಪ್ಪತ್ತೈದು ವರ್ಷಗಳ ನಂತರ ಆ ಕಲಾಪದ ರೋಚಕ ಸನ್ನಿವೇಶವನ್ನು ಸಚಿತ್ರವಾಗಿ ಸಾಧಾರವಾಗಿ ಸುಗತ ಸೃಷ್ಷ್ಟಿಸಿಕೊಟ್ಟಿದ್ದಾರೆ.
'ಜೂಲಿಯಸ್ ಸೀಸರ್' ನಾಟಕದ ಹೃದಯವಿರುವುದೇ ಅಂಕ ೩, ದೃಶ್ಯ ೨ ರಲ್ಲಿ. ಸರ್ವಾಧಿಕಾರಿ ಧೋರಣೆಯುಳ್ಳವನು ಎಂಬ ಕಾರಣಕ್ಕೆ ಬ್ರೂಟಸ್ ನಿಂದ ಹತ್ಯೆಯಾಗಿರುವ ತನ್ನ ಪ್ರಿಯ ಗೆಳೆಯ ಮತ್ತು ನಾಯಕ ಸೀಸರ ನನ್ನು ವಹಿಸಿಕೊಂಡು ಮಾರ್ಕ್ ಆಂಟನಿ ಮಾಡುವ ಅದ್ಭುತ ಭಾಷಣ ಇದೇ ದೃಶ್ಯದಲ್ಲಿ ಬರುತ್ತದೆ. ಕಾಂಗ್ರೆಸ್ ಅಧ್ಯಕ್ಷ ಸೀತಾರಾಮ್ ಕೇಸರಿ ತಮ್ಮ ಮೇಲೆ ಬಳಕೆ ಮಾಡಿದ ಹಿಂದಿ ಪದವೊಂದರ ಚತುರ ಪುನರುಚ್ಚಾರಣೆಯ ಮೂಲಕ ಎದಿರೇಟು ನೀಡಿದ ದೇವೇಗೌಡರ ಭಾಷಣವನ್ನು ಮಾರ್ಕ್ ಆಂಟನಿಯ ಭಾಷಣಕ್ಕೆ ಹೋಲಿಸುತ್ತಾ ರಾಜಕೀಯದಾಟದಲ್ಲಿ ವರ್ಷಗಟ್ಟಲೆ ಸಕ್ರಿಯವಾಗಿದ್ದು ತಂತ್ರಗಾರಿಕೆ, ಸ್ಪರ್ಧೆ, ಮನವೊಲಿಕೆ, ಸೋಲು, ನಿಷ್ಠೆ, ವಂಚನೆ ಎಲ್ಲದನ್ನೂ ಕಂಡಿರುವ ರಾಜಕಾರಣಿಗೆ ಮಾತುಗಳು ಸರಾಗವಾಗಿ ಬರುವ ಬಗ್ಗೆ ಸುಗತ ಬರೆಯುತ್ತಾರೆ. ಗೌಡರ ಅಂದಿನ ಭಾಷಣ ನೆನಪಿನಲ್ಲುಳಿಯುವಂತೆ ಇತ್ತು. ಇನ್ನೂ ಹೆಚ್ಚಿನ ವಿವರಗಳಿಗೆ ಪುಸ್ತಕವನ್ನೇ ಓದಿ.
ದೇವೇಗೌಡರು ನೀರಾವರಿ ಯಲ್ಲಿ ಹೊಂದಿರುವ ಅಪಾರ ಅನುಭವ ಮತ್ತು ಅವರು ಅಧ್ಯಯನಗಳಿಂದ ಪ್ರಪಂಚದ ವಿವಿಧ ದೇಶಗಳ ನೀರು ಹಂಚಿಕೆ ವಿಷಯದ ಬಗ್ಗೆ ಗಳಿಸಿರುವ ಜ್ಞಾನ ಇದರ ಕುರಿತು ಸುಗತ ಅವರು ಈ ಪುಸ್ತಕದ ಎರಡೂ ಭಾಗಗಳಲ್ಲಿ ಒಂದೊಂದು ಅಧ್ಯಾಯದಲ್ಲಿ ವಿವರವಾಗಿ ಬರೆದಿದ್ದಾರೆ. ಕರ್ನಾಟಕದಲ್ಲಿ ಕಾವೇರಿ ಮತ್ತು ಕೃಷ್ಣಾ ನೀರಿನ ಯೋಜನೆಗಳ ಬಗ್ಗೆ ನಾವು ಕನ್ನಡಿಗರಿ ಗೆ ಅಷ್ಟಿಷ್ಟಾದರೂ ಅರಿವಿದೆ. ಇನ್ನೂ ತಿಳಿಯಲು ಈ ಪುಸ್ತಕವನ್ನೇ ಓದಬೇಕು. ತಮ್ಮ ಮೊದಲನೇ ಶಾಸಕತ್ವದ ಅವಧಿಯಲ್ಲೇ ಅವರು ಹಾರಂಗಿ ಜಲಾಶಯದ ಬಗ್ಗೆ ಶಾಸನ ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡಿದ್ದರು. 'ಬಾಯಾರುವ ಮುನ್ನವೇ ಬಾವಿ ತೋಡುವ' ವಿವೇಕವು ರೈತನ ಮಗನಾದ ಅವರಿಗೆ ಸಹಜವಾಗಿ ಬಂದಿರಬೇಕು. ಹಾಗೆಯೇ ತಾವು ಮುಖ್ಯಮಂತ್ರಿಯಾದೊಡನೆ ಕೃಷ್ಣಾ ನದಿ ನೀರಿನ ಬಳಕೆಯ ವಿಚಾರದಲ್ಲಿ ತೀವ್ರ ಆಸಕ್ತಿ ತಳೆದು ನೆನೆಗುದಿಗೆ ಬಿದ್ದಿದ್ದ ಯೋಜನೆಯನ್ನು ಮರುಚಾಲಿಸಿದ್ದು ಅವರ ಆಡಳಿತ ದಕ್ಷತೆಗೆ ಸಾಕ್ಷಿಗಳು. ಇತ್ತೀಚೆಗೆ ಬೆಂಗಳೂರಿನ 'ಬುಕ್ ವರ್ಮ್' ಪುಸ್ತಕದಂಗಡಿಯಲ್ಲಿ ನಡೆದ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಸುಗತ ಅವರು Furrows In A Field ಪುಸ್ತಕದ ಕುರಿತು ನಾಗರೀಕ ಹಕ್ಕುಗಳ ವಕೀಲ ಶ್ರೀ ಬಿ ಟಿ ವೆಂಕಟೇಶ್ ಅವರೊಂದಿಗೆ ನಡೆಸಿದ ಸಂವಾದದಲ್ಲಿ ನೀರಾವರಿ ಗೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ಗೌಡರ ಸಾಧನೆಗಳ ವಿಚಾರವಾಗಿ ಮಾತನಾಡಿದರು. ನರ್ಮದಾ ಮತ್ತು ಗಂಗಾ ನದಿ ನೀರಿನ ಬಳಕೆಯ ವಿಚಾರವಾಗಿ ಅವರು ತೆಗೆದುಕೊಂಡ ದೂರದೃಷ್ಟಿಯ ತೀರ್ಮಾನಗಳ ಬಗ್ಗೆ ತಿಳಿಸಿಕೊಟ್ಟರು.
ಇದೇ ಸಭೆಯಲ್ಲಿ ಬಿ ಟಿ ವೆಂಕಟೇಶ ಅವರು ಹೇಳಿದ 'ದೇವೇಗೌಡರ ಆತ್ಮಚರಿತ್ರೆ ಎಂದರೆ ಪ್ರಜಾಪ್ರಭುತ್ವದ ಆಚರಣೆಯೇ ಆಗಿದೆ. ಅವರ ಆಡಳಿತದ ವೈಖರಿಯೂ ಪ್ರಜಾಪ್ರಭುತ್ವವನ್ನೇ ಉಸಿರಾಡಿತ್ತು' ಎಂಬ ಮಾತು ಇಷ್ಟವಾಯಿತು. ನಾನು ಈ ಬರಹದಲ್ಲಿ ಈ ಹಿಂದೆಯೇ ವಿವರಿಸಿದಂತೆ ಪ್ರಜಾಪ್ರಭುತ್ವದ ಲಿಖಿತ ಹಾಗೂ ಅಲಿಖಿತ ಸಂಪ್ರದಾಯಗಳು ಮತ್ತು ವಿವೇಚನೆಗಳ ಬಗ್ಗೆ ದೇವೇಗೌಡರು ತಮ್ಮ ಶಾಸಕತ್ವದ ಮೊದಲ ದಿನಗಳಿಂದಲೂ ಯಾವಾಗಲೂ ಅತ್ಯಂತ ಗೌರವ ಜಾಗೃತಿಯಿಂದ ನಡೆದುಕೊಂಡವರು.
'ಮಾತಿಗಿಂತ ಕೃತಿ ಲೇಸು' ಎಂದು ನಂಬುವ ದೇವೇಗೌಡರು ಪ್ರಚಾರದ ಹಿಂದೆ ಬಿದ್ದವರೇ ಅಲ್ಲ. ಹೀಗಾಗಿಯೇ ಇಂತಹ ನಾಯಕರುಗಳ ಸಾಧನೆಗಳನ್ನು ಪರಿಚಯಿಸಲು Furrows In A Field ನಂತಹ ಕೃತಿಗಳು ಮುಖ್ಯವಾಗುತ್ತವೆ. ಸಂಶೋಧನಾ ಅಧ್ಯಯನದ ಮಾದರಿಯಲ್ಲಿ ಕರ್ನಾಟಕದ ಒಂದು ಕಾಲಘಟ್ಟದ ರಾಜಕೀಯದ ಪರಿಚಯವೂ ಇಲ್ಲಿರುವುದರಿಂದ ಆ ನಿಟ್ಟಿನಲ್ಲಿಯೂ ಇದೊಂದು ಮುಖ್ಯವಾದ ದಾಖಲೆಯಾಗಿದೆ.

ಪ್ರಧಾನಿಯಾಗುವ ಮುಂಚಿನ ಮತ್ತು ಆನಂತರದ ಎರಡು ಭಾಗಗಳಾಗಿ ವಿಂಗಡಿಸಿದ ಪುಸ್ತಕದ ಒಂದೊಂದು ಅಧ್ಯಾಯವೂ ಸ್ವಾರಸ್ಯಕರವಾಗಿದೆ. ಆರು ನೂರು ಪುಟಗಳ ಪುಸ್ತಕವಾದರೂ ಸುಗತ ಅವರ ಬರವಣಿಗೆಯ ಶೈಲಿ ಉದ್ದಕ್ಕೂ ಓದುವ ಕುತೂಹಲವನ್ನು ಹಿಡಿದಿಡುತ್ತದೆ. ಮಾಹಿತಿಗಳನ್ನು ಕಲೆ ಹಾಕಿ, ಸಂಬಂಧಪಟ್ಟವರಲ್ಲಿ ದೃಢೀಕರಿಸಿ, ಕೇವಲ ಪತ್ರಿಕಾ ವರದಿಯೆನಿಸದಂತೆ ವಿವರಗಳನ್ನು ಪ್ರಸ್ತಾಪಿಸುವ ರೀತಿ ಇಷ್ಟವಾಗುತ್ತದೆ. ಸ್ವಭಾವತಃ ಪ್ರಚಾರ ಪ್ರಿಯರಲ್ಲದ ದೇವೇಗೌಡರ ಬಗೆಗೆ ಮಾಧ್ಯಮ ವಲಯ ಮತ್ತುಪತ್ರಿಕಾ ವಲಯಗಳು ಅಗತ್ಯ ಪ್ರಮಾಣದ ವರದಿ ಮಾಡಲಿಲ್ಲವೆಂದು ಈ ಪುಸ್ತಕ ಓದುವಾಗ ಸ್ಪಷ್ಟವಾಗುತ್ತದೆ. 'ನಡೆದದ್ದು ಭಾರತ, ಬರೆದದ್ದು ರಾಮಾಯಣ' ಎನ್ನುವಂತೆ ಮಾಧ್ಯಮದವರು ನಡೆದುಕೊಂಡಿದ್ದರಿಂದ ಕೆಲವು ನಾಯಕರಿಗೆ ಅನ್ಯಾಯವಾಗಿದೆ. ಇನ್ನು ಕೆಲವರಿಗೆ ಲಾಭವೂ.
ಪುಸ್ತಕದ ಮೊದಲ ಭಾಗದಲ್ಲಿ ದೇವೇಗೌಡರ ಬಾಲ್ಯ, ಆರಂಭದ ರಾಜಕೀಯ, ಕರ್ನಾಟಕ ಶಾಸನ ಸಭೆಯ ಅವರ ಅನುಭವಗಳು, ಎಪ್ಪತ್ತರ ದಶಕದಲ್ಲಿ ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರಾಗಿ ಅವರ ಉತ್ತಮ ಕಾರ್ಯನಿರ್ವಹಣೆ, ಹಲವು ಬಾರಿ ಅರ್ಹತೆಯಿದ್ದೂ ಕೈ ತಪ್ಪಿದ ಮುಖ್ಯಮಂತ್ರಿ ಪದವಿ, ಕಡೆಗೂ ೧೯೯೪ರಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಯಾದದ್ದು, ಕರ್ನಾಟಕದ ಜೀವನದಿಗಳಾದ ಕಾವೇರಿ ಮತ್ತು ಕೃಷ್ಣಾ ನದಿಗಳ ನೀರಿನ ಸೂಕ್ತ ಬಳಕೆಗೆ ಅವರು ರಾಜಕೀಯ ಜೀವನದುದ್ದಕ್ಕೂ ಅವಿರತ ಶ್ರಮಿಸಿ ಕೈಗೊಂಡ ಕ್ರಮಗಳು - ಹೀಗೆ ಪ್ರಧಾನಿ ಆಗುವವರೆಗೂ ಅವರು ಸಾಗಿ ಬಂದ ದಾರಿಯ ಚಿತ್ರ ಇದೆ.
ರಾಜಕೀಯವಾಗಿ ಹಳೆ ಮೈಸೂರು ಪ್ರಾಂತ್ಯಕ್ಕೇ ಸೇರಿದ ಚಿಕ್ಕಮಗಳೂರು ಭಾಗದ ಮಲೆನಾಡಿನ ಗ್ರಾಮೀಣ ಪರಿಸರದಿಂದ ಬಂದವನಾಗಿ ನನಗೆ ದೇವೇಗೌಡರ ಗ್ರಾಮೀಣ-ಸಣ್ಣಪಟ್ಟಣದ ಮತ್ತು ಕೃಷಿ ಕುಟುಂಬದ ಹಿನ್ನೆಲೆಯ ಬಗ್ಗೆ ಓದುವಾಗ ನಮ್ಮ ಭಾಗದಲ್ಲಿ ಇದ್ದಂಥದೇ ಜೀವನ ಕ್ರಮದಂತೆ ಅನಿಸಿತು. ಅವರ ಆರಂಭದ ರಾಜಕೀಯ ಚಟುವಟಿಕೆಯ ಬಗೆಗೆ ಓದುವಾಗಲೂ ನಾನು ಬಾಲ್ಯದಲ್ಲಿ ಕಂಡಿದ್ದ ಕೇಳಿದ್ದ ಅನೇಕ ಸಂಗತಿಗಳನೆನಪು ಬಂತು. ದೇವೇಗೌಡರಿಗಿಂತ ಹತ್ತು-ಹನ್ನೆರಡು ವರ್ಷಗಳಷ್ಟು ಹಿರಿಯರಿದ್ದ ನನ್ನ ಅಜ್ಜ ಸಹ ರಾಜಕೀಯದಲ್ಲಿದ್ದರು. ಅವರೂ ಸಹ ಮೂಲದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ಸಿಗರಾಗಿದ್ದು ನಂತರದಲ್ಲಿ ವಿರೋಧ ಪಕ್ಷದಲ್ಲಿದ್ದವರು. ಹೆಚ್ಚೇನೂ ಶಾಲಾ ಶಿಕ್ಷಣ ಪಡೆದಿರದಿದ್ದರೂ ಅವರು ಗ್ರಾಮ ಪಂಚಾಯತಿ ಅಧ್ಯಕ್ಷರಾಗಿ, ತಾಲೂಕು ಬೋರ್ಡ್ ಸದಸ್ಯರಾಗಿ ಸಕ್ರಿಯರಾಗಿ ಇರುತ್ತಿದ್ದುದನ್ನು ಬಾಲ್ಯದ ವರ್ಷಗಳಲ್ಲಿ ಹತ್ತಿರದಿಂದ ಕಂಡಿದ್ದೆ. ನನ್ನದು ಪ್ರಭಾವಿಸಲ್ಪಡುವ ವಯಸ್ಸಾದ್ದರಿಂದ ರಾಜಕೀಯ ನಾಯಕರ ಬಗೆಗೆ ಒಂದು ಬಗೆಯ ಕೌತುಕದ ಗೌರವ ಮೂಡಿತ್ತು. ನನ್ನಜ್ಜನ ಮುಂದಾಳತ್ವ, ಮುತ್ಸದ್ದಿತನ, ಸಮಯೋಚಿತ ಕಾಠಿಣ್ಯ ಎಲ್ಲವೂ ಅಭಿಮಾನಕ್ಕೆ ಯೋಗ್ಯ ಸಂಗತಿಗಳೆನಿಸುತ್ತಿದ್ದವು. ರಾಜಕೀಯದ ಬಗ್ಗೆ ರಾಜಕೀಯ ನಾಯಕರ ಬಗ್ಗೆ ಕುತೂಹಲವೂ ಉಂಟಾಗುತ್ತಿತ್ತು. ಆ ಕುತೂಹಲ ಇಂದಿಗೂ ಇದೆ. ದೇವೇಗೌಡರು ಆರಂಭದ ದಿನಗಳಲ್ಲೇ ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದ್ದ ನಾಯಕತ್ವದ ಗುಣ, ಧೈರ್ಯ, ಛಲ, ಗಳಿಸುತ್ತಿದ್ದ ಜನಪ್ರಿಯತೆ ಈ ಎಲ್ಲದರ ಬಗೆಗೆ ಓದುವಾಗ ಹೆಚ್ಚಿನ ಆರ್ಥಿಕ ಸಾಮಾಜಿಕ ಹಿನ್ನೆಲೆಯಿಲ್ಲದೆಯೂ ಅವರು ಕೇವಲ ತಮ್ಮ ಇಚ್ಛಾಶಕ್ತಿ ಮತ್ತು ಶ್ರಮವನ್ನು ನಂಬಿ ಮುಂದುವರೆದದ್ದು ಇದೆಲ್ಲದರ ಪರಿಚಯ ಆಯಿತು.
ಅವರು ಶಾಸಕರಾಗಿ ಶಾಸನ ಸಭೆಯಲ್ಲಿ ಕಳೆದ ದಿನಗಳನ್ನು ಸುಗತ ಅವರು ಚೆನ್ನಾಗಿ ವಿವರಿಸಿದ್ದಾರೆ. ಶಾಸಕನಾಗಿ ತಮ್ಮ ಮೊದಲನೇ ಅವಧಿಯಲ್ಲೇ ಸದನದ ಕಲಾಪಗಳಲ್ಲಿ ನಿಯಮಿತವಾಗಿ ಪಾಲುಗೊಳ್ಳುತ್ತಿದ್ದ ರೀತಿ, ಕಾವೇರಿ ನೀರಿನ ಬಳಕೆಯ ಸಂಬಂಧ ಮಾತನಾಡಿದ್ದು, ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡುವ ಮುನ್ನ ಕೈಗೊಳ್ಳುತ್ತಿದ್ದ ಅಧ್ಯಯನ, ಸಭೆಯ ಕಾರ್ಯ ವಿಧಾನವನ್ನು ಸೂಕ್ಷ್ಮವಾಗಿ ಗಮನಿಸುತ್ತಿದ್ದದ್ದು, ಇವೆಲ್ಲವೂ ಅವರ ಮುಂದಿನ ದೀರ್ಘ ರಾಜಕೀಯ ಜೀವನದಲ್ಲಿ ಉಪಯುಕ್ತವಾಗಿವೆ. ಜನತಂತ್ರ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಎಲ್ಲರನ್ನೂ ಒಟ್ಟಿಗೆ ಕೊಂಡೊಯ್ಯಬೇಕಾದ ಅಗತ್ಯ ಇರುವುದರಿಂದ, ನಾಯಕರಾದವರು ಈ ವ್ಯವಸ್ಥೆಯ ಕೆಲವು ರೀತಿರಿವಾಜುಗಳನ್ನು ಕಲಿಯುವುದು ಅನಿವಾರ್ಯ. ಹಾಗೆ ಮಾಡದೇ ಇದ್ದಾಗ ಏನಾಗುತ್ತದೆ ಎನ್ನುವುದನ್ನೂ ನಾವು ನೋಡಿದ್ದೇವೆ. ದೇವೇಗೌಡರು ತಮ್ಮ ಮೊದಲಿನ ದಿನಗಳಿಂದ ಸದನದಲ್ಲಿ ಚರ್ಚಿಸಬೇಕಾದ ಸಂಗತಿಗಳ ಬಗೆಗೆ ಪುಸ್ತಕಗಳನ್ನು ಓದುತ್ತಿದ್ದುದು, ಟಿಪ್ಪಣಿ ಮಾಡಿಕೊಳ್ಳುತ್ತಿದ್ದುದು, ಅಗತ್ಯವಿದ್ದಾಗ ಸಂಬಂಧಪಟ್ಟ ನಾಯಕರುಗಳಿಗೆ ಪತ್ರಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದುದು ಈ ಎಲ್ಲದರ ಬಗ್ಗೆ ಪುಸ್ತಕದಲ್ಲಿ ಇದೆ.
ಎಪ್ಪತ್ತರ ದಶಕದಲ್ಲಿ ದೇವರಾಜ ಅರಸು ಅವರು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ದೇವೇಗೌಡರು ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರಾಗಿದ್ದಾಗ ಶಾಸನಸಭೆಯಲ್ಲಿ ನಡೆಸುತ್ತಿದ್ದ ಚರ್ಚೆಗಳು ಇಂದಿಗೂ ದಂತಕತೆಯಂತೆ ಜನಮನದಲ್ಲಿ ಉಳಿದಿವೆ. ಸ್ಪಷ್ಟ ಬಹುಮತದ ಅಧಿಕಾರವಿದ್ದರೂ ಆಳುವ ಪಕ್ಷದವರು ವಿರೋಧ ಪಕ್ಷದವರಲ್ಲಿ ಹೊಂದಿದ್ದ ಗೌರವ, ಜನತಂತ್ರದಲ್ಲಿ ಇಡುತ್ತಿದ್ದ ನಂಬಿಕೆಯನ್ನು ನಾವು ಗಮನಿಸಲೇಬೇಕು. ರಾಜಕೀಯ ವಿರೋಧ ಬೇರೆ ವೈಯಕ್ತಿಕ ವಿಶ್ವಾಸ ಬೇರೆ ಎಂದು ನಂಬುತ್ತಿದ್ದ ಕಾಲ. ಇದರ ಮಹತ್ವವನ್ನು ಇಂದು ಎಷ್ಟು ಒತ್ತಿ ಹೇಳಿದರೂ ಕಡಿಮೆಯೇ. ರಾಜಕೀಯ ವಿರೋಧವು ಆಡಳಿತ ಪಕ್ಷದವರ ದ್ವೇಷದ ವಸ್ತುವಾಗುವುದು ಜನತಂತ್ರ ವ್ಯವಸ್ಥೆಯನ್ನೇ ಅಪಾಯಕ್ಕೆ ಸಿಲುಕಿಸುವುದು. ಜನತಂತ್ರವೆಂದರೆ ಬರೀ ಬಹುಮತದ ಆಡಳಿತವಷ್ಟೇ ಅಲ್ಲ. ಬಹುಮತ ಪಡೆದವರು ಏನು ಬೇಕಾದರೂ ಮಾಡಬಹುದೆಂದೂ ಅಲ್ಲ. ಇಲ್ಲಿ ಪಾಲಿಸಲೇಬೇಕಾದ ಕೆಲವು ಮೌಲ್ಯಗಳಿರುತ್ತವೆ. ಮತ್ತು ಆ ಮೌಲ್ಯಗಳು ಕಾನೂನಿನಿಂದಾಗಲೀ, ಒತ್ತಾಯದಿಂದಾಗಲೀ ರೂಢಿಸಲಾಗದಂತಹವು. ಜನತಂತ್ರವೆಂದರೆ ವಿಚಾರಗಳ ಕಾಳಗವೇ ಹೊರತು ವ್ಯಕ್ತಿಗಳ ಕಾಳಗವಲ್ಲಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ನಂಬುವುದು ಅಂತಹ ಒಂದು ಮೌಲ್ಯ. ಅರಸು-ದೇವೇಗೌಡ ಪ್ರತಿನಿಧಿಸುವುದು ಅದೇ ಮೌಲ್ಯವನ್ನು.
ಇನ್ನು ಪುಸ್ತಕದ ಎರಡನೇ ಭಾಗದಲ್ಲಿ ಅವರು ಪ್ರಧಾನಿಯಾಗಿ ಆಯ್ಕೆಯಾದ ಸಂದರ್ಭ ಮತ್ತು ಅದಕ್ಕೆ ಕಾರಣವಾದ ರಾಜಕೀಯ ಅನಿವಾರ್ಯತೆಗಳು, ಅನಿರೀಕ್ಷಿತವಾಗಿ ಎದುರಾದ ಪರೀಕ್ಷೆ ಮತ್ತು ಅವಕಾಶವನ್ನು ಅವರು ಎದುರುಗೊಂಡದ್ದು, ರಾಷ್ಟ್ರದ ಆಡಳಿತ ಯಂತ್ರ ನಡೆಸಲು ಅವರು ರೂಪಿಸಿದ ದಕ್ಷ ಅಧಿಕಾರಿಗಳ ಪಡೆ, ಹಿಂದಿನ ವರ್ಷಗಳಲ್ಲಿ ನಾಯಕರುಗಳಿಗೆ ಸವಾಲಾಗಿದ್ದ ಕಾಶ್ಮೀರ ಮತ್ತು ಈಶಾನ್ಯ ರಾಜ್ಯಗಳ ಆಡಳಿತಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ಅವರು ತೆಗೆದುಕೊಂಡ ಚುರುಕಾದ ತೀರ್ಮಾನಗಳು, ಸದ್ದುಗದ್ದಲವಿಲ್ಲದೆ ಅಧಿಕಾರದ ಅಹಂ ಇಲ್ಲದೆ ಸಂಬಂಧಪಟ್ಟವರೊಡನೆ ಮಾತಾಡಿ ಮನವೊಲಿಸಿ ಮುನ್ನಡೆಯುತ್ತಿದ್ದ ರೀತಿ, ಸದಾ ಜನರ ಹತ್ತಿರಕ್ಕೆ ಹೋಗಿ ಸ್ಪಂದಿಸುತ್ತಿದ್ದ ರೀತಿ - ಇದೆಲ್ಲವೂ ಓದುತ್ತಿದ್ದರೆ ಜನತಂತ್ರವೆಂದರೆ ಹೀಗಿರಬೇಕು ಎಂದು ಅನಿಸದೇ ಇರದು.
ಪ್ರಧಾನಿಯಾಗಿ ಅವರು ತಮ್ಮ ಭದ್ರತೆಯ ಹೊಣೆ ಹೊತ್ತಿದ್ದ ವಿಶೇಷ ಭದ್ರತಾ ದಳ (Special Protection Group) ದ ಜೊತೆ ನಡೆದುಕೊಳ್ಳುತ್ತಿದ್ದದ್ದು, ಜೀವನದುದ್ದಕ್ಕೂ ಜನರ ಮಧ್ಯೆಯೇ ಇದ್ದ ರಾಜಕಾರಣಿಯಾಗಿ ಈಗ ಭದ್ರತೆಯ ಕಾರಣದಿಂದ ಹೊಸ ಬಗೆಯ ಪ್ರಯಾಣದ ವ್ಯವಸ್ಥೆಗೆ ಹೊಂದಿಕೊಳ್ಳಲು ಪೇಚಾಡಿದ್ದು ಅವರ ಸರಳತೆ ಮತ್ತು ಜನಾನುರಾಗಿ ವ್ಯಕ್ತಿತ್ವದ ಪರಿಚಯ ಮಾಡಿಸುತ್ತದೆ. ಕಾಶ್ಮೀರದಲ್ಲಿ ಪ್ರವಾಸದಲ್ಲಿದ್ದಾಗ ತೆರೆದ ಜೀಪಿನಲ್ಲಿ ಭಯವಿಲ್ಲದೆ ಪ್ರಯಾಣಿಸಿದ್ದು ಇದೆಲ್ಲವೂ ಪುಸ್ತಕದಲ್ಲಿ ಅತ್ಯಂತ ಸ್ವಾರಸ್ಯಕರವಾಗಿ ದಾಖಲಾಗಿವೆ. ಕೆಲವು ನಾಯಕರು ಇರುವುದೇ ಹಾಗೆ. ಅಜಾತಶತ್ರುಗಳು. ಭದ್ರತೆಯ ವಿಶೇಷ ಕ್ರಮಗಳು ಅವರಿಗೆ ತಮ್ಮನ್ನು ತಮ್ಮ ಜನರಿಂದ ದೂರವಿರಿಸುವ ಸಂಕೋಲೆಗಳು ಅನಿಸುತ್ತವೆ.
ಪುಸ್ತಕದ ಎರಡನೆಯ ಭಾಗದಲ್ಲಿ ನನಗೆ ಬಹಳ ಇಷ್ಟವಾದ ಅಧ್ಯಾಯ How Many ‘Brutuses’, Sir? (ಎಷ್ಟು ಮಂದಿ 'ಬ್ರೂಟಸ್' ರು, ಸರ್?). ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷವು ದೇವೇಗೌಡರ ಸರ್ಕಾರಕ್ಕೆ ನೀಡಿದ್ದ ಸಮರ್ಥನೆಯನ್ನು ವಾಪಸ್ ಪಡೆಯಲು ನಿರ್ಧರಿಸಿ ಇನ್ನೇನು ಸರ್ಕಾರ ಪತನವಾಗುವುದಕ್ಕೆ 'ವಿಶ್ವಾಸ ಮತ'ವೆಂಬ ಔಪಚಾರಿಕತೆಯೊಂದೇ ಉಳಿದಿದ್ದಾಗಲೂ ದೇವೇಗೌಡರ ಗಮನಕ್ಕೆ ಬರದಂತೆ ಅವರ ಗೌರವಕ್ಕೆ ಧಕ್ಕೆಯಾಗುವಂತಹ ರಾಜಕೀಯ ನಡೆಸಿದ್ದ ಅವರದೇ ಗುಂಪಿನ ಕೆಲವರ ಬಗ್ಗೆ ವಿವರಿಸಲು ಗೌಡರ ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಶ್ರೀ ಸತೀಶ್ ಚಂದ್ರನ್ ಅವರು ಬಳಸಿದ ವಾಕ್ಯ ಇದು. ಈ ಅಧ್ಯಾಯ ಅತ್ಯಂತ ಕುತೂಹಲಕರವಾಗಿದೆ. ಶೇಕ್ಸ್ ಪಿಯರನ 'ಜೂಲಿಯಸ್ ಸೀಸರ್ ' ನಾಟಕದ ಪ್ರತಿಮೆಯನ್ನು ಬಳಸಿ, ದೇವೇಗೌಡರ ರಾಜಕೀಯ ಜೀವನದ ಅತ್ಯಂತ ಪ್ರಮುಖ ಸಂಸತ್ ಕಲಾಪ ದ ಬಗ್ಗೆ ಸುಗತ ಬರೆದಿರುವುದು ಈ ಪುಸ್ತಕದ ಓದನ್ನು ಜೀವನ ಚರಿತ್ರೆಯ ರೂಢಿಗತ ಸಾಹಿತ್ಯ ಪ್ರಕಾರವನ್ನು ಮೀರಿ ದುರಂತ ನಾಟಕವೊಂದರ ಅಂತಃಸ್ಪರ್ಶಿ ಅನುಭವದತ್ತ ಒಯ್ಯುವಂತೆ ಮಾಡಿದೆ.
'ಜೂಲಿಯಸ್ ಸೀಸರ್' ನಾಟಕದ ವಸ್ತು ಸಹ ರಾಜಕೀಯಕ್ಕೆ, ಜನತಂತ್ರಕ್ಕೆ ಸಂಬಂಧಪಡುವುದರಿಂದ ಅದರ ಪ್ರಸ್ತಾಪ ಔಚಿತ್ಯಪೂರ್ಣವಾಗಿದೆ. ಸಹಕಾರಿ ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಯ ಒಂದು ಪರಿಣಾಮಕಾರಿ ಪ್ರಯೋಗವಾದ ದೇವೇಗೌಡರ ಸರ್ಕಾರ ಇತ್ತೀಚಿನ ಭಾರತದ ರಾಜಕೀಯದಲ್ಲಿ ಒಂದು ಮಹತ್ವದ ಘಟನೆಯೇ. ಆಡಳಿತದಲ್ಲಿದ್ದ ಅಲ್ಪ ಕಾಲದಲ್ಲಿ ಪರಿಣಾಮಕಾರಿಯಾಗಿ, ಮುತ್ಸದ್ದಿತನದಿಂದ ಮುಂದುವರಿಯುತ್ತಿದ್ದಾಗಲೇ ಒಂದು ಗಂಭೀರವಾದ ಯಾವುದೇ ಕಾರಣವಿಲ್ಲದೇ ಅವರ ಸರ್ಕಾರವನ್ನು ಪತನಗೊಳಿಸಿದ್ದು ಸ್ವಾಭಾವಿಕವಾಗಿಯೇ ದೇವೇಗೌಡರನ್ನು ಮತ್ತು ಅವರ ಆಡಳಿತವನ್ನು ಒಪ್ಪುತ್ತಿದ್ದ ಇತರ ಹಲವು ರಾಜಕಾರಣಿಗಳನ್ನೂ ಅಸಮಾಧಾನಗೊಳಿಸಿದ್ದು ಒಂದು ಕಡೆಯಾದರೆ ಇನ್ನೊಂದು ಕಡೆ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದವರಿಗೆ ತಮ್ಮ ತೀರ್ಮಾನವನ್ನು ಸಮರ್ಥಿಸಿಕೊಳ್ಳುವ ಅಗತ್ಯವಿತ್ತು. ಅಲ್ಲೂ ಕೆಲ ಪ್ರಮುಖ ನಾಯಕರುಗಳಿಗೆ ಈ ನಿರ್ಧಾರದ ಬಗ್ಗೆ ಒಪ್ಪಿಗೆಯಿರಲಿಲ್ಲ. ಅವರಾರೂ ಅಂದಿನ ಸಭೆಯಲ್ಲಿ ತುಟಿ ಬಿಚ್ಚಲಿಲ್ಲ. ಒಟ್ಟಿನಲ್ಲಿ ಶೇಕ್ಸ್ ಪಿಯರ್ ನಾಟಕದ ರೋಮ್ ನ ಸೆನೆಟ್ ಹಾಲ್ ನಂತಹ ವಾತಾವರಣ ಎರಡು ಸಾವಿರ ವರ್ಷಗಳ ನಂತರ ನಮ್ಮ ಪಾರ್ಲಿಮೆಂಟ್ ಭವನದಲ್ಲೂ ಸೃಷ್ಟಿಯಾಗಿದ್ದು ರಾಜಕೀಯದಲ್ಲಿ ಆಸಕ್ತಿ ಉಳ್ಳವರ ತೀವ್ರ ಆಸಕ್ತಿಯನ್ನು ಕೆರಳಿಸಿತ್ತು. ವಾದ, ಪ್ರತಿವಾದಗಳು ಅಲ್ಲಿ ನಡೆದಿದ್ದವು. ಇದೀಗ ಸುಮಾರು ಇಪ್ಪತ್ತೈದು ವರ್ಷಗಳ ನಂತರ ಆ ಕಲಾಪದ ರೋಚಕ ಸನ್ನಿವೇಶವನ್ನು ಸಚಿತ್ರವಾಗಿ ಸಾಧಾರವಾಗಿ ಸುಗತ ಸೃಷ್ಷ್ಟಿಸಿಕೊಟ್ಟಿದ್ದಾರೆ.
'ಜೂಲಿಯಸ್ ಸೀಸರ್' ನಾಟಕದ ಹೃದಯವಿರುವುದೇ ಅಂಕ ೩, ದೃಶ್ಯ ೨ ರಲ್ಲಿ. ಸರ್ವಾಧಿಕಾರಿ ಧೋರಣೆಯುಳ್ಳವನು ಎಂಬ ಕಾರಣಕ್ಕೆ ಬ್ರೂಟಸ್ ನಿಂದ ಹತ್ಯೆಯಾಗಿರುವ ತನ್ನ ಪ್ರಿಯ ಗೆಳೆಯ ಮತ್ತು ನಾಯಕ ಸೀಸರ ನನ್ನು ವಹಿಸಿಕೊಂಡು ಮಾರ್ಕ್ ಆಂಟನಿ ಮಾಡುವ ಅದ್ಭುತ ಭಾಷಣ ಇದೇ ದೃಶ್ಯದಲ್ಲಿ ಬರುತ್ತದೆ. ಕಾಂಗ್ರೆಸ್ ಅಧ್ಯಕ್ಷ ಸೀತಾರಾಮ್ ಕೇಸರಿ ತಮ್ಮ ಮೇಲೆ ಬಳಕೆ ಮಾಡಿದ ಹಿಂದಿ ಪದವೊಂದರ ಚತುರ ಪುನರುಚ್ಚಾರಣೆಯ ಮೂಲಕ ಎದಿರೇಟು ನೀಡಿದ ದೇವೇಗೌಡರ ಭಾಷಣವನ್ನು ಮಾರ್ಕ್ ಆಂಟನಿಯ ಭಾಷಣಕ್ಕೆ ಹೋಲಿಸುತ್ತಾ ರಾಜಕೀಯದಾಟದಲ್ಲಿ ವರ್ಷಗಟ್ಟಲೆ ಸಕ್ರಿಯವಾಗಿದ್ದು ತಂತ್ರಗಾರಿಕೆ, ಸ್ಪರ್ಧೆ, ಮನವೊಲಿಕೆ, ಸೋಲು, ನಿಷ್ಠೆ, ವಂಚನೆ ಎಲ್ಲದನ್ನೂ ಕಂಡಿರುವ ರಾಜಕಾರಣಿಗೆ ಮಾತುಗಳು ಸರಾಗವಾಗಿ ಬರುವ ಬಗ್ಗೆ ಸುಗತ ಬರೆಯುತ್ತಾರೆ. ಗೌಡರ ಅಂದಿನ ಭಾಷಣ ನೆನಪಿನಲ್ಲುಳಿಯುವಂತೆ ಇತ್ತು. ಇನ್ನೂ ಹೆಚ್ಚಿನ ವಿವರಗಳಿಗೆ ಪುಸ್ತಕವನ್ನೇ ಓದಿ.
ದೇವೇಗೌಡರು ನೀರಾವರಿ ಯಲ್ಲಿ ಹೊಂದಿರುವ ಅಪಾರ ಅನುಭವ ಮತ್ತು ಅವರು ಅಧ್ಯಯನಗಳಿಂದ ಪ್ರಪಂಚದ ವಿವಿಧ ದೇಶಗಳ ನೀರು ಹಂಚಿಕೆ ವಿಷಯದ ಬಗ್ಗೆ ಗಳಿಸಿರುವ ಜ್ಞಾನ ಇದರ ಕುರಿತು ಸುಗತ ಅವರು ಈ ಪುಸ್ತಕದ ಎರಡೂ ಭಾಗಗಳಲ್ಲಿ ಒಂದೊಂದು ಅಧ್ಯಾಯದಲ್ಲಿ ವಿವರವಾಗಿ ಬರೆದಿದ್ದಾರೆ. ಕರ್ನಾಟಕದಲ್ಲಿ ಕಾವೇರಿ ಮತ್ತು ಕೃಷ್ಣಾ ನೀರಿನ ಯೋಜನೆಗಳ ಬಗ್ಗೆ ನಾವು ಕನ್ನಡಿಗರಿ ಗೆ ಅಷ್ಟಿಷ್ಟಾದರೂ ಅರಿವಿದೆ. ಇನ್ನೂ ತಿಳಿಯಲು ಈ ಪುಸ್ತಕವನ್ನೇ ಓದಬೇಕು. ತಮ್ಮ ಮೊದಲನೇ ಶಾಸಕತ್ವದ ಅವಧಿಯಲ್ಲೇ ಅವರು ಹಾರಂಗಿ ಜಲಾಶಯದ ಬಗ್ಗೆ ಶಾಸನ ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡಿದ್ದರು. 'ಬಾಯಾರುವ ಮುನ್ನವೇ ಬಾವಿ ತೋಡುವ' ವಿವೇಕವು ರೈತನ ಮಗನಾದ ಅವರಿಗೆ ಸಹಜವಾಗಿ ಬಂದಿರಬೇಕು. ಹಾಗೆಯೇ ತಾವು ಮುಖ್ಯಮಂತ್ರಿಯಾದೊಡನೆ ಕೃಷ್ಣಾ ನದಿ ನೀರಿನ ಬಳಕೆಯ ವಿಚಾರದಲ್ಲಿ ತೀವ್ರ ಆಸಕ್ತಿ ತಳೆದು ನೆನೆಗುದಿಗೆ ಬಿದ್ದಿದ್ದ ಯೋಜನೆಯನ್ನು ಮರುಚಾಲಿಸಿದ್ದು ಅವರ ಆಡಳಿತ ದಕ್ಷತೆಗೆ ಸಾಕ್ಷಿಗಳು. ಇತ್ತೀಚೆಗೆ ಬೆಂಗಳೂರಿನ 'ಬುಕ್ ವರ್ಮ್' ಪುಸ್ತಕದಂಗಡಿಯಲ್ಲಿ ನಡೆದ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಸುಗತ ಅವರು Furrows In A Field ಪುಸ್ತಕದ ಕುರಿತು ನಾಗರೀಕ ಹಕ್ಕುಗಳ ವಕೀಲ ಶ್ರೀ ಬಿ ಟಿ ವೆಂಕಟೇಶ್ ಅವರೊಂದಿಗೆ ನಡೆಸಿದ ಸಂವಾದದಲ್ಲಿ ನೀರಾವರಿ ಗೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ಗೌಡರ ಸಾಧನೆಗಳ ವಿಚಾರವಾಗಿ ಮಾತನಾಡಿದರು. ನರ್ಮದಾ ಮತ್ತು ಗಂಗಾ ನದಿ ನೀರಿನ ಬಳಕೆಯ ವಿಚಾರವಾಗಿ ಅವರು ತೆಗೆದುಕೊಂಡ ದೂರದೃಷ್ಟಿಯ ತೀರ್ಮಾನಗಳ ಬಗ್ಗೆ ತಿಳಿಸಿಕೊಟ್ಟರು.
ಇದೇ ಸಭೆಯಲ್ಲಿ ಬಿ ಟಿ ವೆಂಕಟೇಶ ಅವರು ಹೇಳಿದ 'ದೇವೇಗೌಡರ ಆತ್ಮಚರಿತ್ರೆ ಎಂದರೆ ಪ್ರಜಾಪ್ರಭುತ್ವದ ಆಚರಣೆಯೇ ಆಗಿದೆ. ಅವರ ಆಡಳಿತದ ವೈಖರಿಯೂ ಪ್ರಜಾಪ್ರಭುತ್ವವನ್ನೇ ಉಸಿರಾಡಿತ್ತು' ಎಂಬ ಮಾತು ಇಷ್ಟವಾಯಿತು. ನಾನು ಈ ಬರಹದಲ್ಲಿ ಈ ಹಿಂದೆಯೇ ವಿವರಿಸಿದಂತೆ ಪ್ರಜಾಪ್ರಭುತ್ವದ ಲಿಖಿತ ಹಾಗೂ ಅಲಿಖಿತ ಸಂಪ್ರದಾಯಗಳು ಮತ್ತು ವಿವೇಚನೆಗಳ ಬಗ್ಗೆ ದೇವೇಗೌಡರು ತಮ್ಮ ಶಾಸಕತ್ವದ ಮೊದಲ ದಿನಗಳಿಂದಲೂ ಯಾವಾಗಲೂ ಅತ್ಯಂತ ಗೌರವ ಜಾಗೃತಿಯಿಂದ ನಡೆದುಕೊಂಡವರು.
'ಮಾತಿಗಿಂತ ಕೃತಿ ಲೇಸು' ಎಂದು ನಂಬುವ ದೇವೇಗೌಡರು ಪ್ರಚಾರದ ಹಿಂದೆ ಬಿದ್ದವರೇ ಅಲ್ಲ. ಹೀಗಾಗಿಯೇ ಇಂತಹ ನಾಯಕರುಗಳ ಸಾಧನೆಗಳನ್ನು ಪರಿಚಯಿಸಲು Furrows In A Field ನಂತಹ ಕೃತಿಗಳು ಮುಖ್ಯವಾಗುತ್ತವೆ. ಸಂಶೋಧನಾ ಅಧ್ಯಯನದ ಮಾದರಿಯಲ್ಲಿ ಕರ್ನಾಟಕದ ಒಂದು ಕಾಲಘಟ್ಟದ ರಾಜಕೀಯದ ಪರಿಚಯವೂ ಇಲ್ಲಿರುವುದರಿಂದ ಆ ನಿಟ್ಟಿನಲ್ಲಿಯೂ ಇದೊಂದು ಮುಖ್ಯವಾದ ದಾಖಲೆಯಾಗಿದೆ.

Brilliant Read. After a long time enjoyed reading this political biography and literally finished it in two days. Deve Gowda was PM when I was 9 years old and i still remember the media making a caricature of his rustic habits. But Sugatha unmasks his image effortlessly and you are almost admonished by your misconception of this man. Jayalalitha in comparison was loved by the English media thanks to her brilliant English oratory and her former actress image but Deve Gowda is no less a leader and Sugatha explains his unflinching faith in Democracy and what his parliamentary skills. Must read if you want to understand the landscape of Indian politics before Modi era.

I picked up Sugata Srinivasraju's biography to critically understand H.D. Deve Gowda and to appreciate his rather unexpected rise to the top of the pyramid in India's political structure. The book does a great job in taking the reader through his life chronologically. It does not bore the reader with unnecessary detours and has an easy to read language for the most part, barring a few instances where the author does use some cumbersome words.
There was little literature available to understand the contributions of Gowda and how he rose to a such heights of political power completely on his own merit. Sugata Srinivasraju's writing does inspire the reader and has a lot to pack. However one is left wanting for more from the author when he takes a deferential tone while explaining Gowda's actions/inactions over his lifetime. The book could have also put in context not just his life but the times of Gowda. Events like the independence, emergency, the coming together of United Front could have been explored in detail on how they shaped Deve Gowda and his career. For instance, the Cauvery river dispute is one area on which the author does a great job in providing context and it is illuminating to understand Devegowda's humungous contribution there. Overall this is a great place to start to learn about one of Karnataka's & India's tallest post Independence leaders.
P.S.: I was 8 years old when HDD became Prime Minister in 1996 and all I had heard back then were the many sleeping jokes on him. Furrows in the Field does a great job to burst such myths!

Reading about H.D. Godwa who was a public figure for nearly seven decades, was more than a surprise for me. Before diving into the book pages I did my research and yes, this book indeed has all possible information about him. It is the journey of H.D. Godwa right from his younger years to the time he became the prime minister. And this biography endeavours to fill that gap, the space between the lines.
The blurb says: it draws on Godwa's rich parliamentary record, archival material and interviews conducted with people associated with him at various stages of life. Important events of the political history of India, big names, actions and many other things are all found in the book. The book includes some precious pictures along with the details of his life.
The author has done a commendable job by writing this book, which indeed needed a lot of research and resources. He is a bilingual journalist, author and columnist. And has written some really interesting books.
It's indeed a huge book, but then one's life cannot be bound to the number of pages, so yes this book is a huge life memoir of the famous, H.D. Godwa. And anyone who finds solace in reading about big politicians, this is the one for you.

The author has filled the book with his personal prejudices. Most of the things in book pretty banal. Author has sung the grandiose as if the biography is commissioned. Has tried to justify the events rather than giving impassionate insightful look in to the life of HDD. Somewhere the author has made it a point criticise Brahmins. Forceful usage of the shudra word is disappointing. Would recommend to only those who want have basic know of the developments during the HDD's period.

For a book on politicians, it was surprisingly insightful. It sort of explores the life of HD Deve Gowda during his stint as a prime minister. It would have been tad better if it included the formation and the nuances of JD(Secular)

Former Prime Minister Shri H D Devegowda's political life is a thing for study and research. Author Sugata Srinivasraju has meticulously captured the life and service of H D Devegowda in the book. A must read for everyone who's interested in politics.

The book is an ambitious work that covers the pivotal periods of H.D. Deve Gowda's political life from the 1950s to the 1990s. However, the book itself contains many grammatical and punctuation errors. If you are willing to overlook these shortcomings, the author has done an admirable job of recording the life of an underrated, unassuming Indian statesman who went on to serve as the 11th prime minister of India.
